May 23.—With startling and rather disconcerting promptness, Cuba has come right back at the United States, announcing a tariff against American products that out-Grundies Grundy. Her people literally facing ruin and starvation largely as a result of our high tariff against sugar, Cuba has retaliated by hiking duties against a long list of things, principally the foodstuffs which we have been selling her, anywhere from 50 to 300 per cent. Some $30,000,000 worth of American products, mostly farm, immediately are affected. The reason for Cuba’s sudden action is plain. Sugar is her one big crop. America is her principal market. With a high tariff already affecting this crop disastrously, and anew, 12'i per cent boost written into the Hawley-Smoot bill, Cuba realizes she is doomed to misery unless she acts and acts promptly.
