Parr, chief inspector of weights and measures, but no prosecutions were made. City officials were opposed to the ordinance proposed by coal dealers because it provided for two additional inspectors. Dealers contended one man can not enforce adequately the measure. The dealers’ plan provided for increased license fees to meet the additional salaries. Those advocating strict enforcement of the rule on correct weights are desirous of renewing arrests to protect the public from unreliable dealers when citizens start laying in coal for winter. The main difference between the 1925 ordinance and the 1926 revision is that the newer measure included penalty for substitutions. MOTORISTS ARE URGED TO PASS UP ‘THUMBERS’ Chance of Being Slugged, Robbed Great, Warns Club Official. Motorists beware of the thumber.” Now this advice from Frank Hatfield, of the Hoosier Motor Club, isn’t a warning against smart alecks but it is a “thumbs-down” warning on giving auto rides to highway hoboes. The motorist can’t be a barometer on their intent and so the safe plan is to ignore all hitch-hikers by declining to pick them up.” But if the concrete cowboys of 1930 think they’re getting off easy with Hatfield’s criticism they haven’t read their city ordinances. New Jersey and Maine, make It unlawful to “bum” a auto ride whether it just be from your home to work or from village to village. “Crime records of the nation are replete with cases where motorists have been assaulted, robbed and in some cases murdered by those they sought to befriend with a ride," Hatfield pointed out. “The ride gives the thief a good
