VicePresident Curtis will not change his ruling about the right of senators to criticise members of the house. It was learned, despite the retort courteous but sarcastic made by Speaker Longworth in holding that members of the house must observe all the parliamentary amenities in discussing things senatorial. When Longworth's formal reply, which was made during an attack on Senator Shortridge by Representative La Guardia of New York, was shown to Curtis, the latter made clear he would cleave to his previous ruling, and pointed out that, In his opinion, he had ample precedent for it. Thus the two men whose families rival claims to social priority have been in dispute for more than a year now are on opposite sides of a delicate parliamentary question. Turned Other Cheek Incidentally, Longworth referred to the Curtis ruling and to the fact it was made at a time when the speaker himself was the man under attack. In effect, Longworth turned the other cheek by holding that Jefferson's manual prohibiting unkind references to the other body was a check upon members of the house. He also pointed out there could be no legislation if the two groups of legislators were given the slightest chance to carry on lasting feuds in their debates. Curtis’ abrogation of the system hitherto prevailing, Longworth said, could not serve as a guide to the house. In return, the Vice-President said he was following a precedent set by Vice-President Marshall in January, 1915. Manual Held to Apply There have been other instances In which Jefferson's manual was held to apply to senate debates, but Curtis believes he finds justification for his position in the law laid down by Marshall, who was the soul of kindliness. The incident evidently has provoked some feeling between the two men for it was obvious that Longworth created the opportunity to show his attitude. There was a hint of pre-arrangement in the fact that the speaker had ready an eightpage, typewritten statement of his parliamentary position, and in the further fact that it mentioned by name La Guardia and the questions raised by the latter's attack on Shortridge.
