RULING ON GAS INJUNCTION SUIT EXPECTED SOON Federal Judge Indicates Views Unchanged on Claims of City. Ruling on the federal court cases contesting claims of the city to ownership of the Citizens Gas Company as provided in the 1305 franchise, is expected to be made soon by Federal Judge Robert C. Baltzell. Evidence in the cases was completed Monday and Baltzell indicated he had not changed his views on legal points of the matter since he made his ruling Feb. 26 on a motion to strike out, when he upheld the city's legal points. “Arguments Useless •’ Newton Todd and John J. Cotter filed the injunction suits seeking to prevent the city from taking over the company. It was decided the court will not hear arguments in the cases. “We set forth in the memorandum, made in February, that if our views on the law are correct and the defendants are able to sustain their answer, then we have only one conclusion, and arguments would be useless,” Baltzell said. Evidence Stipulated Baltzell said he will notify attorneys several days before he gives his final decision. Much of the evidence presented Monday was by stipulation in documentary form that had been prepared by the attorneys before the case was called. Witnesses who testified were J. D. Forrest, former manager of the gas company; C. L. Kirk, vicepresident; F. C. Rastenburg, secretary; Hilton U. Brown of the News and Ben F. Lawrence of the Star. NEW PLAN TO DRAW U. S. Bu United Pres; i GENEVA, May 6.—The proposal of Munir Bey, Turkish representative on the League of Nations’ committee on arbitration and security, that all future league conventions tending to suppress war should be open for the signatures of all nations, was received favorably here Some quarters believe the league is likely to accept the proposal. Munir Bey suggested that if the pact is opened for world-wide signatures, nonleague signers would have the right to participate in all council discussions and decsions for its application. The suggestion particularly is agreeable to league members, because it is no secret that the league would like to have the United States’ moral and financial backing in the project. Restoration to the Chinese nationalist government of Weihaiwei, a British coaling base for more than fifty years, was announced by the nationalist foreign office here. British troops will be withdrawn about Nov. 1.

FEAR EGYPT DEADLOCK Negotiations With British Government Continue. Hu United Press LONDON, May 6. Negotiations ietween the British and Egyptian governments for a treaty regarding British rights in Egypt were continued today with reports of a partial deadlock circulating in London. ADMITS STRANGLING Cleveland Man Confesses Murder of Woman. B’t United Press CLEVELAND, May 6.—Charles E. Scoville, 57, former inmate of a state hospital for the insane, confessed early today to the brutal murder of Mrs. Nellie Kerr, 65. whose nude body was found Monday in an abandoned theater. Mrs. Kerr, a destitute widow and nurse, met Scoville through a newspaper advertisement asking for a housekeeper. She was strangled and beaten to death. Scoville declared the woman scolded him about the untidiness of his suite and that he killed her in the resulting quarrel.
