Tobin of New York City, president of the women’s organization for National Prohibition Reform, today began plans to "perfect a state and national organization with a goal of a million members." Re-elected president of the organization at the close of a two-day conference here Thursday Mrs. Sabin announced plans for a nationwide campaign which she predicts will in five years bring about a repeal of the dry law. “Each state will settle its own political activities,'' she asserted, "and will not be governed by the national body. The way we are going to bring about a repeal is to elect “wet” legislators. "We oppose state enforcement acts and demand only appeal of the eighteenth amendment. We approve state convention system of repeal rather than the legislative system. "I will vote for 'wet.* congressmen regardless of their party affiliations,” she declared.
