B’J Vnitcd Preen MOSCOW, April 17.—Foreign attacks on their work undoubtedly have served as a great stimulus to the militant atheists here tn their fervent drive against all religion. If persecution fortifies true faith, apparently it also fortifies true lack of faith. The recent condemnations, begun by the Vatican and carried on by practically all religions in the world, have given the Godless enthusiasts 1n the Soviet Union a sense of being persecuted and have revivified their propaganda. At home, too, the organized Godless have come in for sharp criticism. Government leaders have blamed them for failing to restrain over zealous members in the villages. The Communist party has pronounced itself forcefully as opposed to compulsory methods against the churches and even to “mockery of religious sentiment.” The effects of this criticism already ere visible. REFUSAL RULING PREDICTED FOR INSULLMERGER Commission Order Reported Typed and Ready for jurisdiction Rule. Commissioner Howell Ellis’ order, said to deny the $70,000,000 Insull utilities merger petition is typed and ready for final consideration by the public service commission. It will not be acted on by the com- ' mission until Friday, due to the absence of Commissioner Calvin McIntosh, who is in Richmond conducting a hearing. Ellis’ order is understood to turn down the merger petition, due to the vast difference in appraisals of commission and utilities engineers and accountants. Insull evidence put the properties’ valuation in round numbers at $73,000,000, while the commission figures were some $30,000,000 less. The order in denial will emphasize this difference, it is said, and will point out that the financial setup in the merger securities is topheavy. It is expected to be accepted unanimously by the commissioners. This will not be done without debate, however, according to reports. Debate is not apt to be based on denial, as such, but on ruling of jurisdiction. Ruling from the attorney-general may be used as a basis for a motion denying jurisdiction, due to the attempt to merge unlike utilities

yMAN BONES FOUND Skulls of Prehistoric Age Unearthed in Algeria. By Science Service BELOIT, Wis., April 17.—Two fragmentary human skulls, together W'ith bones of two skeletons of prehistoric man, have been unearthed in Algeria by the Beloit college-logan museum expedition under Dr. Alonzo Pond. Thirteen student workers and sixteen Arabs have started excavations at a site tw r elve kilometers north of Ain Beida and east of Berriche, Lauriston Sharp and John Gillen, both University of Wisconsin students, have come upon parts of an adult skeleton and ine bones of a child about six years of age. The bones were found in an undisturbed section of a shell heap, which gives evidence that the individuals were as old as the deposit in which they were found.
