FREED FROM STATE FARM BY AN 'ERROR' Booze Violator Is Released Despite Records in Leslie’s Office. Garl Goshart, Warsaw, roamed -he streets of his home town today although records in the office of Governor Harry G. Leslie show that lie is serving a liquor sentence at •.he Indiana state farm and is not to be paroled until May 1. •'lt's an error on our part and I’ll have to apologize to the Governor and judge of the Kosciusko circuit court,” Superintendent Ralph Howard of the Putnamville institution told The Indianapolis Times over the phone this morning. Goshart has been out since last Saturday. “Our records show that he was convicted of liquor possession on Feb. 15 and sentenced to six months at the farm,” Gaylord Morton, Governor’s secretary in charge of paroles, explained. “Upon recommendation of the judge and prosecutor the farm trustees ordered him paroled May 1. If he is out now we don’t know anything about it.” Howard denied that the farm is giving "discounts” because of crowded conditions there, as Goshart is reported to have said upon his arrival at Warsaw. “It was a mistake on the part of the record clerk, and we will get Goshart back if the court and Governor so desire.” Howard declared. About two years ago investigation disclosed that records in the reformatory office had been altered mysteriously to give early release to a number of prisoners. GREAT LAKES STATES LOSE DIVERSION WAR Supreme Court Rules for Chicago in Long Water Fight. r.u I nil. >1 hr. ** WASHINGTON. April 15.—Great l akes states today had lost in United States supreme court their Jong fight to require the city of Chicago to stop all diversion of Lake Michigan water. Protracted litigation over diverion reached its final stage Monday when the high tribunal adopted the report of Special Master Charles Evans Hughes, now chief justice. The opinion, which was read by Associate Justice Holmes, was unanimous. The Hughes recommendations tall for construction of a sewage disposal system expected to cost $250,000,000 in nine years, and for reduction of the diversion to not more than 1,500 cubic feet a second by the close of 1038. The diversion is in addition to what the city may pump for domestic purposes. FUNERAL RITES FOR CANAL OFFICIAL SET Gilbert G. Summers to Be Buried In Crown Hill Cemetery. CITES ROADS AS AID IN REDUCING SCHOOL COSTS Wisehart Reports Highway Conditions Is Factor in State Aid Problem. Good roads are needed to solve the southern Indiana common school problems in the state aid districts more than any other factor. Roy P. Wisehart. superintend-
THE INDIANAPOLIS TIMES
ent of public instruction, declared today folowing a tour of inspection. Over the past week-end, Wisehart visited various schools in the southern half of Harrison county. “There are 105 one-room schools in the county and not a single township that isn’t drawing state aid,” he explained. “Conditions in many of the schools are absolutely deplorable, but they can izot be remedi—l without good for transporting children to adequately provided consolidated schools. "It took fifty-five minutes to drive twelve miles on one of my school visits,” Wisehart said. “These roads are what tl*e people in the district call ’good’ at the present time. When rain comes they must be utterly impassable. “Many of the schools with regis-
tered attendance of twenty or so had no more than ve pupils present last Friday. They come at all hours, some of them from great distances which require hill climbing of a strenuous sort. “The people in some of these districts seem to have deteriorated with the land. Their plight is one of utmost poverty. Some of them have moved in from Kentucky and squatted at the first tumble-down shack which they saw. “Their interest in schools is ver. meager and the children stay home and roam the hills whenever the weather is fine. “To deal with such groups is a great social as well as educational problem. Good roads and good schools are the most elementary necessities for its solution.”
