April 15.—Dwight W. j Morrow, who left the world of ; finance for diplomacy, has emerged from the closing days of the fivepower naval conference as one of the United States’ most skillful i negotiators. A large part of the success at- [ tained by the naval conference must j be credited to the ambassador to ! Mexico, in the opinion of observers hrre who have watched Morrow’s tireless efforts since Jan. 21. It generally is admitted that Morrow was instrumental in preventing breakdown of the negotiations during one serious crisis. Talked to Briand Aristide Briand. the French foreign minister, had indicated he was leaving immediately for Paris at one time because of Dino Grandi's rlaim for Italian naval parity wdth j France and the subsequent announcement of Secretary’ Henry L. Stimson that the United States would not enter into a consultative pact to achieve reduction of the French tonnage figures. Morrow, upon learning of Briand’s intention, huried to the French dip- j iomat’s hotel and conferred with him lengthily. Shortly after Morrow's visit Briand softened the statement he had made to the press the night before and said simiiingly he had j been at too many conferences to be- I come ruffled easily and would remain and continue negotiations. Tireless Worker Throughout most of the negotiations Morrow was at. Stimpson’s side. There are many here who believed that he had much to do with a second statement.'issued by Stimson on the consultative pact, that made it possible for Britain to reconsider her stand on the French demand for security in return for a reduction of figures. When the hours looked the blackest, Morrow never despaired. A tireless wrorker, he pored over volume after volume of naval statistics, history and records of other disarmament conferences and emerged in the early hours of the morning with many formulae that held a hope of breaking the deadlock. Eleutherios Veniezelos, prime minister of Greece, was due in the Turkish capital today for conferences culminating negotiations between Turkey and Greece, begun srveral months ago, for a treaty of complete amity and naval parity.
