LONG FIGHT IN PROSPECT OVER FILIPINOS' BAN First Proposal in History to Exclude People Under Our Flag, Says Solon. H "WASHINGTON. April 11.—A long and determined fight over the Filipino exclusion issue, comparable to that waged for years to keep out Japanese, was foreseen today after an initial hearing by the house immigration committee on the bill of Representative Welsh, (Rep., Cal.) This measure virtually would place Filipinos In the same clasi: as other orientals, who are excluded from the United States, with certain exceptions for students and travelers. In opening th fight for his bill Thursday, Welch said the presence of 10,000 Filipinos on the Pacific coast greatly has aggravated the unemployment problem there. He called attention to the rapid growth of the Filipino population of his state, saying there were 60,000 Filipinos in the United States now compared with 5,500 ten years ago. The fact that the Filipino population of the country contains only 2 per cent women has resulted in very crowded housing conditions in their colonies on the west coast, he said. Expressing opposition to the Welch measure. Representative Dicksteln (Dem., N. Y.) said it was the first proposal in history to exclude a population which lives under the American flag.
