NAVAL PARLEY VALUABLE FOR PEACE LESSON National Security is Vital Necessity If Powers Are to Disarm. BY WILLIAM PHILIP SIMMS, Srripps-Howard Forrlfn Editor. LONDON, April 11. Whatever the outcome of the London conference, the lesson it, teaches stands out like a house afire. If world peace means more to us that pious aspiration, America must stand ready to consult with the other leading powers to prevent the outbreak of war. World peace must be organized. National security has been found here as elsewhere, to be an unconditional minimum without which no nation will disarm or even materially reduce armament. And as security often as not is as much a state of mind as a concrete thing, real disarmament can be dismissed as out of the question, save insofar as political understandings between the world's leading powers may prepare the way. The Washington naval treaty became possible only after the political situation was cleared up by the Pacific and Far Eastern understandings; France reduced her army only after the political situation on her eastern frontier had been eased by Locarno. The London conference went up against a stone wall in Franco-Italian opposition because France and Italy fear each other and no means has been found to allay these fears. Britain insists upon a huge cruiser fleet, first, because she does not gnow when another war may break out and second, she is not sure what the United States’ attitude would be in the event the Kellogg pact was violated —whether the United, States would insist upon selling supplies to a violator of the pact or not. The London conference has been a partial success. The three-power pact is well worth while. The fivepower agreement, on certain minor matters is a step forward. But if the conference has failed of the maximum objectives, it is because none of the nations represented here sincerely and seriously were ready as yet to pin their faith to the Kellogg pact or the covenant of ! the League of Nations.
