Jfti Pcrlflpt-H'rvnr'i Srwwnrtrr A R inner WASHINGTON, April I.—Perhaps half a billion dollars Is at stake in controversies over Indian lands in the state of New York, now pending before Indian committees of the senate and house. These controversies involve the title to land upon which the plant of the Aluminum Company of America stands, land across which four railroads run, land upon which important gas and oil wells have been discovered, and land upon which several towns are built. Takes Steps to Get Control The tribes living in New York made treaties with England before '.he United States government came into existence. Later the state of New York, not the federal government, took over these treaties. Still later, the federal government asserted jurisdiction over these Indians as over all others, but this Jurisdiction has been exerted sporadically. Recently the Indian affairs committee of the senate has taken steps to have this jurisdiction asserted completely Lots Leased by Indians It discovered that although all the tots in the town site of Salamanca, and other villages, are leased from the Indians, not held outright, and although the Indians are entitled to revenue from oil and gas leases also, and from railroad rights-of-way across their reservations, no accounting ever has been made to the Indian bureau at Washington by the agent who collects this money. The senate committee now is working on a report understood to hold that the United States has jurisdiction over the Indians and their lands, paving the way for opening up all questions of land ownership, leases, contracts and collection of revenues. POLICE HOLD 3 IN KANSAS CITY KIDNAPING CASE Millionaire Druggist Still Denies Abduction and SIOO,OOO Ransom. Ry Uhited Pretn KANSAS CITY, Ma., April I. Two men were in jail today charged with kidnaping a millionaire cutrate druggist who denies he was abducted. The two men are charged with kidnaping Michael Katz, who with his brother Isaac, rose from fruit stand merchants to millionaires by slashing prices, as he rolled along a south side boulevard In his big sedan March 17. Police said the kidnapers extorted SIOO,OOO from the Katz fortunes for the safe return of Michael, but the millionaire denied it. The two held are Bossie Nigro, well know in Kansas City’s underworld and Eddie (Goggle Eyed} Leonard, a member of the notorious “Egan’s Rat” gang in St. Louis.
