'RIGID ECONOMY' WATCHWORD OF CITY OFFICIALS Start Talk of Tax Rate Slash in 1931: Expect to Show Saving. Rigid economy In all departments was urged today by City Controller William L. With a city bonding margin of $2,097,000, it is unlikely the Sullivan administraUon can undertake any major projects requiring issuance of bonds. The opinion has been expressed that the bonded debt of the city is as near the margin as advisable in view of the fact that it is wise to keep a reserve in event of emergency or disaster. The $517,000 bond issue to pay reduced and suspended assessments for sewer improvements and court Judgments and the $17,000 for repair of city prison, will be sold by the controller April 10. Consider Street Program Council Is considering issuance of $200,000 for resurfacing of nineteen city streets, badly in need of repair. The bonding limit fixed by law is $13,804,000. The annual retirement of bonds averages about $400,000 a year, making necessary careful handling of city finances for the next few years if Indianapolis is to avoid financial tangles. The health board contemplates a $1,044,000 ward building as a part of city hospital building program sometime within the next two years. To Take Up Certificates The controller plans to take up certificates of indebtedness amounting to $247,000. Dec. 31, with funds from the current tax levy, leaving $182,000 in certificates outstanding. The city pays 6 per cent interest on certificates of indebtedness, while the rate on bonds is 4U per cent.. The city has been “stuck" with heavy costs on several street and sewer projects where the property owners obtained reduction in court, tacking the refund on to the city's share of the cost. E. Kirk McKinney, works board president, said the board is taking every precaution against recurrence of such cases.
