GREASED SLIDES AWAIT DILLS IN SENATE HOPPER Leaders Ban Controversial Measures in Making Up Program. By Zrrlppt-fl' 'rnrd S'ncspaprr Allinnct WASHINGTON. March 28.—Facing an off-year plf tion, senate leaders today mapped a legislative program for the rest of thp session from which all controversial questions have been eliminated. Adjournment has been fixed tentatively for June 1 to enable election candidates to go home early. Now that the tariff bill is on Its way o conference, senate bosses have decided to confine future discussions and tofts to Muscle Shoals the prohibition transfer bill, the routine appropriation measures and final disposal of the tariff bill after it emerges from the conference chamber. A few odd bills may be enacted, hut no other legislation of major importance is scheduled. Thumbs Turned Down Thumbs have been turned down on prohibition with emphasis. Although half a dozen changes have been proposed either by the drys in congress or the Wickersham commission, the only action will he to shift enforcement from treasury to the department of justice, and passage of that is doubtful. There will be no senate agreement to proposals to penalize the purchaser of liquor, to permit jury less trials or to revise the Jones “five and ten law. Subjects banned include railroad consolidation. bus consolidation, regulation of interstate bus lines, creation of a bureau of communications and government reorganization. No Power Decision No definite' decision on Couzens’ bill for establishment of a permanent power commission has been made, and action on that, will depend on future developments in the pending fight over Muscle Shoals, —and other water power questions. Revision of the immigration laws also is expected to go by the board. There may be a river and harbors bill, though that is not settled, but it is expected it will include only continuation of pending projects, without authorizing any new ones. Many members from the middle west are showing signs of restlessness over the delay in bringing in this bill. First-class German and French trains now average between fifty and sixty miles an hour over runs covering several hundred miles.
