NAVAL PARLEY SUCCESS HOPES REST ON ITALY Abandoning of Demand for Equality With France Is Major Issue. Vnitrd Preaa LONDON, March 18. —Success of the London naval conference appeared to rest today upon the ability of the powers to persuade Italy to abandon her demand for naval equality with France, or to present definite figures on her minimum tonnage requirements. Although the position of Dino Orandi, Italian foreign minister, has been unwavering, hope was expressed that the hint of France’s willingness to consider reduction of her own estimates might lead Italy to reciprocate. Throughout the preliminary conversations, however, the Italian delegation monotonously has reiterated the position it advanced at the outset of the parley—“our figures will be the French figures.” This stand is unsatisfactory to France. Since publication of reports that Japan and the United States have reached a satisfactory understanding, and Premier Andre Tardieu’s statement, indicating his satisfaction at progress of the Anglo-French negotiations, observers now regard the Italian question as the sole issue of major importance that stands in the way of a five-power pact. PARROT FEVER GROWING Physicians Still Baffled at Strange Disease Afflicts Trio. Bu Beirnrc Service WASHINGTON, March 18.—With three more workers at the United States hygienic laboratory suffering from parrot fever, the way in which this disease is transmitted is more of a mystery than ever. One of the new patients is Dr. H. E. Hasseltine, another is a laboratory attendant, Ernest L. Miller and the third is the night watchman. How the watchman, who has had absolutely no contact with any parrots or any of the material being studied at the laboratory, contracted the disease is baffling the scientists and physicians studying the case. Similar mysterious cases of parrot fever have been reported from abroad. In England, eight persons contracted the disease from a case of It in a single parrot. NAVY - CUT APPROVED British House of Commons Votes O. K. on Lower Estimates. Hu Vnitrd Press LONDON, March 18. —The house of commons approved the navy department’s curtailed estimates for the coming year, after the Conservatives had reserved the right to introduce supplemental estimates if the London naval conference leaves Great Britain without what they consider adequate security.

POLICE CIRCUS HOPE DIM AS * CLASHRESULT Slack Committee Delays in Turning Over Balance of Fund. Continuation of the annua! police and firemen’s circus, which was staged the past two years to raise money for the police and firemen’s emergency fund, was considered doubtful today as result of a clash between the Slack administration committee and reigning city officials. The present safety board, Fire Chief Harry Voshell, Police Chief Jerry I. Kinney and Mayor Reginald H. Sullivan formed anew committe last Tuesday, promising to “perpetuate the fund.” But the Slack administration committee has delayed turning over $5,200 in cash and notes to the new committee because there is no assurance that the new committee will continue the raising of the fund by a public entertainment as provided in the committee’s by-laws. Mayor Sullivan said he had received numerous complaints against the practice of police and firemen selling tickets for th circus. “The fund is very valuable and we want something of that kind to meet emergency situations, but business men are objecting to police selling tickets,” Sullivan said. The safety board called a meeting of Andrew J. Allen, Associated Em-

It is said that raising the fund by public subscription has been proposed. Edward Vaughn Richardson, who originated the police and firemen’s emergency fund circus, and the members of the Slack committee are desirous that the circus be continued. Under the contract in 1928-29 the emergency fund received 25 per cent of the gate receipts. Richardson staging the performance and

paying all bills. The city officials had no liability in the matter. “We are opposed to that type of solicitation where the city receives a percentage of a fund. Merchants are 'solicited to death’ by organizations with the promoters in the background,” T. M. Overley, Better Business Bureau manager, said. Considerable doubt as to whether the business leaders of the city would subscribe, to such a fund has been expressed. The fund was used by the Slack administration to operate a revolving fund for police who are required to advance money to return prisoners; to give Christmas baskets through the fire department; to provide two scholarships to Butler university for a son and daughter of a policeman and
