If there is to be an earlier election. therefore, the responsibility for what the administration claims will be a violation of the constituion will fall on the shoulders of the provisional president, to bs elected by the council of state to succeed Borno. The provisional president is to be a “neutral,” agreed upon by the Borno and opposition factions. It now becomes questionable whether Homo’s successor would risk the cry of “constitution violator” that would be raised by Bomo’s party if he called for elections at once. Thus, there probably will be a two-year delay before one of the chief desires of the people, a popularly chosen legislature, is achieved. BUTLER U. Leigh, chief of the bureau of navigation, ordered Williams, who has been experimenting with new models under the auspices of a group of wealthy New York men, to go to sea. This would have meant the end of his work in developing faster planes, end Williams resigned, although the order that he begin his sea duty had been rescinded. In view of the existing shortage of speedy planes, committee mem-

Williams’ work in winning world records for this country and in sev- ! eral Pulitzer prize races was noted | officially in the navy’s release telling of his resignation. Certain members also think it significant that Williams' experiments should be cut short at a time when his immediate superior. Admiral Moffett, chief of the bureau of aeronautics, is abroad with the naval delegation at London. Moffett has encouraged Williams in his efforts, and is known to have been instrumental in obtaining leave l for him when the New York group agreed to advance the money sufficient to carry on his recent work.
