HAITIAN CHIEF TRIES TO EVADE REFORM PACT American High Commission May Be Forced to Issue Ultimatum. BY HARRY W. FRANTZ I'nitfd Press .Staff Correspondent CAPE HAITIEN, March 11.—Rei.stance of Luis Borno to the political agreement for reformation of his government, to which he already had assented, may force the Hoover commission to deal sharply with the Haitian president. Borno's refusal to issue a public acceptance of the agreement which he privately had indorsed, brought the negotiations to a critical stage today, with grave fear that public disorders may result from what is termed his “evasion” of the pact. Brigadier-General John H. Russell. the American high commissioner. is said to have made the stronger f representations to Borno only find the Haitian executive unyielding. It is reported that the commission now is considering stronger action, tantamount to an ultimatum. SLATE G. 0. P. RALLIES Mrs. Hobson to Talk at Women's Meeting at Compton Hall. Mrs. Maude* Hobson, active in the Citizens Republican League, will speak during the afternoon at a women’s meeting in Compton hall, 2001 Winter avenue, and at 8 p. m. Emsley W. Jack Edwards, 23-year-old mayor of Marion, told members of the Democratic Progressive League Monday night at the Indiana Democratic Club. Byrd carried on a radio conversation from Dunedin, N. Z„ today with Adolph S. Ochs of the New York Times, who spoke from the United States. Ochs, speaking through station WGY, the General Electric’s powerful short wave station at Schenectady. N. Y„ congratulated Byrd on his successful expedition to the south pole. “You have won a place among the immortals,” Ochs told the flying admiral. “You have added an empire to the territory of the United States and the American flag now in flying at the north and south poles.” Byrd, in response, thanked Ochs, the millions of Americans who have become interested in his explorations, and those who made the visit successful.
