TARDIEU SEEKS APPROVAL VOTE FROM CHAMBER Takes New Cabinet Before Deputies Prior to Sea Parley Return. BY RALPH HKfNZFN I Frwui Staff Correspondent PARIS. March s.—Premier Andre Tardieu took hi;-, second cabinet before a critical chmabcr of deputies today, seeking a vote of confidence which would permit immediate return of the French delegation to London and end the long delay in the five-power naval conference. In his ministerial declaration, Tardieu pleaded for nonpartisan support of his program, because the existing emergency caused by the delay of government crises, created the necessity of voting the budget before the end of March. Tardieu contented himself with only slightly retouching his original declaration of last Nov. 8, in which he sketched an ambitious program of industrial and agricultural development for France. The declaration dismissed the naval conference in two lines, simply asking that the government be permitted "to follow and successfully achieve international negotiations relative to the reduction of naval armaments.” The matter of foreign policy was dismissed thus: “The unity and continuity of our foreign policy need not again be stressed." NAME FORMER BANK AIDS IN COURT SUIT Receiver of Hope, (Ind.) Institution Seeks Judgment of $17,450. Judgment of $17,450 is asked in a suit filed in federal court against William H. Mobley, Hope, Ind., and Herman A. Stewart, former cashier of the Citizens National bank of Hope, recently convicted of embezrlcment in federal court, by Charles Ellis, bank receiver. The suit is based on three notes, two of them given to Stewart, by Mobley and indorsed to the bank, and a $5,893 check given by Mobley and alleged to have been held up by Stewart and not charged against Mobley’s account.
NAME 'SEX PROFESSOR’ James Harvey Rogers Goes to Yale as Political Economist. By United Press NEW HAVEN. Conn., March 5.— Professor James Harvey Rogers, who resigned from the University of Missouri faculty after protesting the suppression of a sex questionnaire has been appointed 'professor of political economy at Yale university, according to an announcement today. ENTERS ELECTION RACE Bert F. Yeager Will Be Democratic Candidate for Commissioner. Bert F. Yeager, Camby, today announced his candidacy for the Democratic nomination for Third district county commissioner. Yeager is serving his second term as trustee of Decatur township, and has served as township chairman in the Democratic organization in several campaigns. He is married, has three children, and is a Mason. CABINET AVERTS DEFEAT German leaders Reach Agreement in Job Legislation Crisis. By United Press BERLIN, March 5.—Cabinet of Chancellor Hermann Mueller averted defeat today by agreeing to a compromise plan for solving the unemployment legislation crisis. The decision virtually assured swift adoption of the Owen D. Young reparations plan and at least temporary continuation of the coalition government. HUGE ZOO TO BE BUILT Noted Animal Dealer to Erect Park in Berlin Suburbs. By United Press BERLIN, March 5.—Lorenz Hagenbeck of the famous family of animal dealers has announced plans for a mammoth zoological park in one of the western suburbs of Berlin. It will be patterned partly after the Hagenbeck animal park near Hamburg and partly after the zoo in Detroit.

WHEAT SURPLUS MAY RESULT IN RAIL EMBARGO Farm Chief Threatens Move to Relieve Congestion at Terminals. BY JOSEPH S. WASNEY United press Staff Correspondent WASHINGTON, March 5.—A virtual threat that a rail embargo against shipping wheat from farms to terminal markets will be put into effect, unless farmers hold their stocks until storage facilities become available, has been sounded by Alexander Legge, chairman of the federal farm board. Legge said the board is endeavoring to avoid such drastic measures during the present grain emergency, but that if railroads are unable to unload cars of grain at terminals the embargo must be faced. Meantime, the visible supply of wheat at the markets is mounting, the figure now being well over 162,000.000 bushels compared to about 150,000,000 bushels several weeks ago. Farmers have ben sending a steady stream of grain to the markets in order to have ready cash for spring operations and to meet interest on tax obligations. TWO GET POLICE JOBS Begin Work as Patrolmen to Fill Vacancies in Department. Charles L. Springer, 33, of 1931 Parker avenue, and Charles G. G. O. P. NAMES RADLEY No Slates to Be Formed by McKinley Club in Fall Elections. Thomas A. Radley, heating contractor, has been elected president of the McKinley Republican Club with headquarters at 2217 East Michigan street. The new officers announced that although the club will take an active part in the primary and fall elections, no slates will be formed or particular candidates indorsed. Other officers are: James C. WITHDRAWAL OF MARINES URGED BY HAITI HEADS Demand Return of Free Elections: Agitation, Unrest Continue. BY HARRY W. FRANTZ United Press Staff Correspondent PORT AU PRINCE. Haiti, March 5.—Leaders of the Haitian "independence movement” are united on two demands, immediate withdrawal of American marines, and a return to what they term “constitutional government,” with free elections to the presidency. Continued agitation and unrest leading to possibility of revolt, were predicted in arguments to President Hoover’s Haitian commission, if President Borno is permitted to dominate the republic. Justin Sam, president of the League of Young Haitian Patriots, and Georges Leger, a prominent attorney, added their testimony Tuesday to the evidence of discontent. The Haitian demand for cancellation of Borno’s plans for the election of a president in April, by his council of state, has presented an embarrassing problem to the commission, because of the nearness of the election, and the commission’s desire to study its evidence carefully before making positive recommendations. Withdrawal of the marines is urged privately by many of the business men, who have no apparent political interest at stake. Draw’ “Color Line” Edouard Esteve, known as “the merchant prince” of Haiti, and who may be said to represent the nonpolitical opinion of Port Au Prince,
believes that continuation of American military control is hampering commerce. American occupation, he believes, actually has doubled Haitian taxation. After declaring that the Americans have brought the “color line” to Haiti, causing the younger generation to become race conscious, Leger said his people had been dissatisfied with many of the technicians who have been sent from the United States.
