BUDGET BOOST FOR EMERGENCY URGED BY HOLT Controller Is Actuated by Example of Need in Disease Epidemic. Creation of a $60,000 or $75,000 emergency fund in the 1931 city budget was urged today by City Controller Sterling Ft. Holt, to meet possible contingencies which would require funds not itemized in the budget. Holt proposed the contingency fund be expended only with approval of Mayor Reginald H. Sullivan, the controller and city council. “Various things come up which can not be forecast,” Holt said. “We might have another tornado or flood condition requiring funds and the city should be able to pay its bills." Ex-Mayor L. Ert Slack had a $50,000 contingency fund last year to provide funds for employment of counsel in the Citizens Gas Company cae and for other purposes, but failed to list it in the 1930 budget. Holt s remarks were occasioned by the need for S4OO to meet the pay roll of health department employes who have been waging the battle on cerebrospinal meningtis. “They have been doing a noble job and they’ll be paid if I have to advance it out of my own pocket. We can't get the reputation of Chicago by not paying our own employes,” Holt declared. Additional appropriation of $25,000 probioly will be asked of city council to pay special bills incurred during the meningitis wave. DEMOCRATS FORM CLUB Formation of an Eleventh ward Democratic club was considered at a meeting Wednesday night at the home of James Watson, 732 Fletcher avenue. Precinct Committeemen William Wenzler, Roxie Meo, George Bernloehr, William F. Cook and Oliver P. Healey were named a committee to work for the formation of the club. Raymond F.
