Feb. 27.—Contention of officials of the Soviet union that no person In Russia is persecuted because of religious beliefs has been borne out by diligent inquiry in all possible quarters, providing facts are interpreted from the Soviet viewpoint. A great deal depends on the meaning or interpretation of th< term “persecution” and “religious freedom” as applied to the communistic experiment. Obviously, the Soviets and the outside world have vocabularies which not always are Identical. This statement is not intended facetiously. System Is Different The Soviet viewpoint was stated alaloly to me Wednesday in an interview witii Alexis Rykov, whoSe position in the Soviet union is similar to that, of prime minister in England. Rykov said that no person in Russia is persecuted for religious beliefs and that any action against churchmen is for counter-revolutionary activity. But the Soviets’ whole system of ethics and social and political economv is so widely at variance with systems generally in vogue in other countries that it is impossible to apply the same standards or the same mode of thought to both. The fact, is that governmentmade laws and ed „s already have so hampered organized religion in Russia that perpetuation of the church here almost seems impossible if Bolshevism succeeds. Bar Social Work Under the law. churches are not permitted to engage in social, educational, cultural or charitable activities, or to conduct any welfare enterprises such as clubs, hospitals, nurseries, libraries, etc. Another law forbids, under heavy penalties, any religious instruction of youths under 18. except in the home, but there is no prohibition on anti-re-ligious instruction. Effect of these laws has been to restrict the function of the church solely to worship. It is exceedingly difficult for the recognized western viewpoint to reconcile such laws and the execution thereof with the claim that there is no persecution and no limitation of religious freedom. The question of religious freedom centers about the character of the laws themselves and the responsibility for their enactment, as well as the various harsh disabilities imposed upon the clergy.
