MORE MURDERS t ARE PINNED ON POISON KILLER Detroit Police Confirm Confession of Baker, ‘lmpulse’ Slayer. ft’, rnitr,l f'rrt* NEW YORK. Feb. 25.—James Baker, self-credited with eleven murders by poison and gun, bored by almost ceaseless police interrogation. found solace today in the knowledge that, he had been adjudged sane legally. The 23-year-old farmhand, whose murder revelations rival in ingenuity the historical crimes of the Borgia ■•family in Renaissance Florence, confessed his eleventh homioide Monday. He told of killing a taxi driver named South in Detroit. Jan. 20. and pawning a watch he took from the dead man. This story and his previous revelation that he killed Walter Aue, a railroad detective, were confirmed by Detroit police. Police also obtained from him a full statement on how he murdered Henry Gaw, a watchman in the Guggenheim laboratories here, Dec. 28, 1928, by ramming a cyamdefnaked pistol barrel down Gaw's throat. On the basis of this and the fact that Baker had been found sane. District Attorney Crain said he would ask the grand jury today or Wednesday to indict him for Gaw's murder. At the bureau of identification, where he was taken after appearing in the police lineup. Baker gave

what authorities consider supplemental evidence that he murdered Gaw. A detective told Baker he doubted the story of Detroit police that he could tear a thick telephone book in half. “Is that so?" was the rejoinder of the offended youth. "Give me a telephone book." One was supplied. He gripped the back of it with apelike hands and with barely any effort, he ripped it in two. The he unconsciously scattered

the leaves about the floor. It was recalled that police investigating Gaw’s murder, noted the leaves of a telephone book scattered about the laboratory where the body of the poisoned watchman was found. PRECEOENT SET BY U. S. COURT UTILITY UECREE Federal Judge Refuses to Enjoin Competition by Telphone Firm. Possibility of patrons breaking a utility monopoly, where rates appear to them unjust and excessive, was | strengthened today by a decision, of Judge Robert C. Baltzell in federal i court here. • The decision, handed down Monday afternoon, dismissed the petition of the Batesville Telephone Company to' enjoin the Farmers’ Mutual Telephone' Company from operating in Versailles. The Batesville company owns a Versailles exchange. Two years ago it secured a rate raise there. There ! were thirteen farmer lines and nine •of them formed the Farmers’ i Mutual and were granted permis- ! sion by the public service commission to erect an exchange just outi side Versailles. This order was written by former commissioner Harvey Harmon and j was the first of its kind in comi mission history Versailles business men, cut off from contact with thencountry customers, later petitioned i the commission for permission to install mutual phones. Commissionei Calvin Mclntosh wrote a decision granting the permission. He was joined by Commissioners Frank Singleton and Jere West and the order was passed. Chairman John W. McCardle and Commissioner Howell Ellis dissented. The matter was taken by the

Batesville company Into federal court, on the ground that it violated the fourteenth constitutional amendment prohibiting confiscation of property. In upholding the commission decision, Judge Baltzell laid down the rule that the state commissioners shall decide in matters of issuance of a certificate of public necessity and convenience. Whether a hardship was worked on the plaintiff also was for them to decide, his decision points out. “It is not for this court to say whether the commission acted wisely,” the decision continues, pointing out that no evidence of lack of equal protection under tlffe law or
