THE SCRIPPS-HOWARD Newspapers indulge in no maudlin sentiment about the criminal. They neither glorify his deeds, nor awaken misplaced sympathy for him, through sensational journalism. But they also believe that the State’s concern with a criminal extends far beyond conviction. That the criminal is entitled to fair prison treatment, just as he is entitled to a fair trial. And that over-crowding, graft, and cruelty are too barbarous to remain within the code of any civilized State.
