CHIEF ITEMS ON HOOVER'S SLATE ARE UNFINISHED Republican Spokesmen Cite Complex Reforms as Defense. /f/ Brripps-H ovcard Xeirspapcr Alliance WASHINGTON, Feb. 21.—As the end of President Hoover’s first year in the White House approaches, politicians today pointed out that many major items of his program are far from actual accomplishment. In answer to Democratic criticism, however, Republican spokesmen reply that not in years lias any President Inaugurated so many complex and difficult reforms in the field of foreign and domestic affairs. Nevertheless, signs of unrest inside and outside congress have aroused some fear for the outcome of the November elections among Republican political planners. They admit the return of a Senate even more strongly dominated by the Democrats and Progressives would jeopardize the administration’s program for the next two years. So far the outstanding accomplishments have been the business conferences designed to alleviate effects of the Stock Market crash and establishment of the federal farm board. These developments, however, have been offset, Republicans admit, by falling wheat and coton markets, tariff delay, continued unemployment and a tendency on the part of business to retrench. The senate still is battling over the tariff measure, with Majority Leader Watson, who admits he is an ‘‘organized optimist,” hoping to pass it by March 10. But there is a growing belief that the house leaders will make a fight on the senate’s lower rates and it may remain in conference a long while. Whereas. Hoover had hoped to

An almost open break between the White House and the senate Progressives, including Borah and Biookhart, two of his leading campaign champions, is regarded as one of the most important developments of recent months. Hoover has been opposed by them on farm relief, the Hughes appointment and the allocation of power at Boulder dam. They have, more or less, dissociated themselves from the G. O. P. The latest development which may prove embarrassing to the administration is the revelation that Claudius H. Huston of Tennessee, Hoover’s personally selected chairman of the Republican national committee, has been connected with the lobby that tried to have Muscle Shoals leased to the American Cyanamid Company.
