ONLY ONE DRY BILL KEPT FOR SENATEHOPPER Control Transfer Measure Singled Out for Action This Session. BY PAUL R. MALLON TTnitrd Pres* Staff Correspondent WASHINGTON, Feb. 7.—Only one of the seven prohibition reform bills, the tariff and Muscle Shoals are on the program privately agreed upon by the senate Republican leaders for the remainder of this session of congress. The program ■would discard until next year, the other six prohibition measures recommended by President Hoover’s law enforcement commission. It calls for adjournment of the present session the week of June 9, but contemplates, of course, passage of the usual government supply bills and minor measures which will come up. Effects as Such The program was worked out by the leaders of the various senate groups and while It is not an official decision, it will have effect as such, in view of the existing senatorial situation and the practice prevailing of permitting the leaders to work out the legislative program. It probably will sidetrack until the next session such important legislative proposals as railroad consolidation and the Couzens communications bill. Since the prohibition reform bills were laid down by the commission, it has been obvious to the leaders that only one, the Williamson bill transferring prohibition enforcement from the treasury to the justice department now before the house could be passed by both houses before adjournment. Face Re-Election The entire house and one-third of the senate membership are facing campaigns for re-election and primaries in which they are involved begin in April. Many face fights for their political lives and want to get back home to get started. After the first day of debate, it appeared the Williamson bill easily would be passed by the house, probably Saturday.

Present City Claims for Hospital
Indianapolis claims for location of the federal veterans’ hospital will be laid before the federal hospital board by a committee which left Wednesday for Washington, D. C. Left to right, the committee is composed of Dr. George W. Bowman, district American Legion commissioner, who remained here; C. L. Harrod, Bowman Elder, William H. Book, Mayor Reginald H. HOOVER BACKS STIMSON NAVAL PARITYJTAND Suggestion for Sea Power Slash Is Considered by President. BY LYLE C. WILSON United Press Staff Correspondent WASHINGTON, Feb. 7.—Secretary of State Stimson revealed the American naval reduction and limitation program today In a statement advocating acceleration of the battleship scrapping program and suggesting a basis for cruiser equality between the United States and Great Britain. Stimson’s statement was cabled from London and approved by President Hoover before issuance by the state department. Acting Secretary of State Cotton discussed the statement with the President, after which Cotton talked
with Stimson on the trans-Atlantic telephone. Salient points of the American program were announced as: 1. Immediate Anglo-American parity. 2. Scrapping from two to eight battleships to achieve capital ship parity in which class Great Britain now outnumbers the United States, twenty to eighteeen. 3. Assignment of a surplus of tons of smaller cruisers to the British navy to compensate for the foregoing American surplus of 30,000 tons in big cruisers. 4. Inclusion in the London agreement of an optional clause which would enable either the United States or Great Britain to duplicate the cruiser fleet of the other. 5. Abolition of submarines, but, if that is impossible, humanization ot their use in wartime. 6. Allotment of 327,000 cruiser tons to the United States and 539.000 to Great Britain. Stimson’s statement evaded specific discussion of the suggestions made to Japan by the American delegation. The chairman of the American delegation merely said his suggestions to Japan would produce a situation in which the various categories of Japanese naval vessels would not be subject to the same ratio of limitation. This was interpreted to mean the Japanese had gained some part of their demand for 70 per cent of the
American big cruiser tonnage which was in sharp contrast with the 60 per cent ratio accorded Japan in capital ships. Many hundreds of women in southern and midland England spend their lives in driving and steering canal boats.
