BATTLE LOOMS ' OVER JURYLESS LIQUOR TRIALS Thorny Road Indicated for Wickersham Bill on Dry Reform. BY PAUL R. MALLON Inlted Pre* Staff Correspondent WASHINGTON, Feb. rule to prevent a free-running prohibition debate on the Williamson prohibition enforcement transfer bill tv as proposed to the house today by its rules committee. The proposal would limit general argument to four hours on the measure which would carry out the first of the Wickersham committee transferring enforcement activities from the treasury to the justice department. After four hours, no representative would be permitted to speak more than five minutes on the measure. Without Alteration Bv this plan, the drvs believe they can" pass the bill without material alteration within the next two or three days. ihe wets are planning a determined contest, however, and have indicated they will resist adoption of the rule. They are opposed particularly to that section of the bill which leaves the industrial alcohol permit division under Secretary of Treasury Mellon with AttorneyGeneral Mitchell having a veto power over issuance of permits. They want the entire prohibition bureau transferred and in their contention. they have the assistance of a number of moderate drvs. The vote in the committee was only 10 to 7 against them, indicating they have a good chance, or at least a formidable argument. Division Sharp While the lines were being drawn for the contest over the rule on the floor. Chairman Wickersham of President Hoover s law enforcement commission went before the house judicialy cpmmittee to explain another recommendation, that the power of United States commissioners be enlarged so they can try prohibition cases without juries. Wickersham was accompanied by another member of the commission. Dean Roscoe Pound of Harvard law' school. There are indications of a bitter fight over this proposal and some observers believe the bill may not oe passed by the house because of ne divergence of views among constitutional lawyers over the jury phase of the proposal. Feb. 6.—An employment bureau has been established at Central high school, following disclosure that twenty-five students, whose fathers are jobless, vould be forced to cease their efforts to obtain an education unless they could earn some money. The bureau has listed 150 girls whose services can be obtained on a Tart time basis for housework and other light tasks. SPEAKER TO BE INVITED tuberculosis Association Arranges Series of Addresses. Dr. Henry D. Chadwick, research physician, will be invited to speak here in April under auspices of the Marion County Tuberculosis Association. A series of addresses on the antitubercular campaign is planned before civic organizations. Value of the early diagnosis of suspected cases is being stressed. WAR ON CORN BORER Defense Experts Slated to Gather Feb. 11. Bit Science Service WASHINGTON. Feb. 6.—The forces that wage defensive war against the European corn borer will meet at the United States department of agriculture here Feb. 11. under the chairmanship of Dr. W. H. Larrimer of the bureau of entomology. This is the fourth conference of its kind, and a large attendance jis expected, which will represent not only the federal workers against the pest, but also all the states of the corn belt, especially those where the borer is now active, together with delegations from farm organizations, scientific societies and farm machine manufacturers. An ; international note will be injected by the participation of the Canadian department of agriculture, and of the province of Ontario. The area of known infestation made its usual annual advance of from twenty to thirty miles during 1929, Dr. Larrimer stated. Its most westerly point now is in Boone township Porter county. Ind.. about thirty miles west of Chicago. From there the borer frontier sweeps across Indiana and Ohio in a wide southeasterly curve, reaching its farthest south at the southern tip of , Ohio.
