SOLONS BEADY FOR BATTLE ON I DRY UW RULE Senate Group Gives Liberal Opinion on Officials’ Booze Beliefs. BY PAUL R. MALLON tnltd JPre* Staff Crre*pond.nt WASHINGTON, Feb. 4.—The new rule of loyalty to prohibition as a requirement for appointment to judicial positions has been given a liberal interpretation by the senate drys. The senate is to pass Judgment today or Wednesday in the order laid down by three prominent drys on a Judiciary subcommittee in the case of Jacob Walters, Connecticut marshal, who answered "yes or no” to questions about whether he drank. The three dry judges, Senators Borah (Rep., Idaho), Steiwer (Rep., Oregon) and Robinson (Rep., Ind.) held that Walter's promise to enforce any law, whether or not he was in sympathy with it, was sufficient to warrant his confirmation by the senate. They voted a unanimous favorable report, w T hich now is before the senate. This was the only prohibition point at issue as the house drys and wets were laying plans for opening of .the big battle on the floor Thursday over the first of the Wickersham reform bills—the Williamson measure transferring the prohibition enforcement bureau, excepting the industrial alcohol unit, from the treasury to the justice department. Four hours of general debate, with five-minute Limitaticfh to each speaker thereafter, has been allowed. This would bring a vote Friday or Saturday. The only sizable fight in prospect is that concerning division of authority between the secretary of the treasury and the attorney-general over alcohol permits. The house wet bloc will meet today to arrange for the hearings on modification proposals which begin next week before the judiciary committee. They expect to get behind the Dyer 2.75 per cent beer bill and the Sabath measure providing for a dispensary system, with each state left to determine whether it will be wet or dry.
