NATIONALITY OF WOMEN TO SE PARLEY TOPIG Mrs. Owen’s Fight to Sit in House Result of Unequal Law. By Bcrippn-H ovard Xr\cepapcr Alliance WASHINGTON, Feb. 3.—Within the next six weeks representatives of all countries of the world will meet at The Hague to discuss the troublesome situation out of which Ruth Bryan Owen's election contest i has grown. The nationality of women is the first topic on the conference for 'codification of international law summoned for that time. Mrs. Owen's right to a seat in the house has been challenged because she was married to an Englishman before the Cable act, giving women the right to retain their own nationality after marriage, was passed. She re-established her citizenship after her husband's death, but her opponent claims she can not serve in congress because she was not legally a citizen for seven consecutive years before elections. At the world conference a treaty will be proposed by which all nations would agree that “from the going into effect of this treaty there shall be no distinction based on sex m their law or practice relating to nationality.” Eight countries already recognize the right of a wife to her nationality. They are Argentina, Brazil, Chile, Colombia, Panama, Paraguay, the Soviet Union and Uruguay. Seventeen others recognize the right with certain restrictions. They are Albania, Belgium, China, Cuba, Denmark, Ecuador, Estonia. Finland, France, Guatemala, Iceland, Yugo-Slavia, Norway, Rumania, Sweden, Turkey and the United States. The treaty proposed would, if adopted, also concern the nationality of children, giving the mother an equal right with the father to transmit nationality to her children. Thirteen countries already recognize this right, most of them providing in their laws that a child born outside their boundaries shall have the right to choose the nationality of either parent.
