JWPLETION OF Protocol near AT THE HAGUE Date Still Is Undetermined for German Reparations Payments. BV SAMUEL DASHTELL. TrrsA *t.-ifT * orrf THE HAGUE. Jan. 10.—Unless Pr. Hjalmar Schacht, president of the German rGschsbank. comes to Ti e Hague with a vigorous objection to the French demand for military guarantees for Germany's reparations payments, successful completion of The Hague protocol may be looked for by the middle of next Rtek. j As the situation stands today the ’conference problems are more hypo-ttv-tcal and technieal than real, though minor points still are to be xe-tled. The matter of the date for German payment* still is undetermined. Ludwig Kastl. who was one of the Bittners of the Young plan, told the al'ied experts that it had been the Intention of the German delegation at the previous conference to make it plain that they intended payments to lx- made on the last, of each month. ■Tie allied experts, however, dise. -with Kastl If Germany is p "mitted ro pay at the end of each ttK'nth. she will save 4.000.000 marks * vear in interest. Membership on the directorate of the International bank, a majority of whom already have been agreed upon by the organization committee, will be discussed Monday. Dr. Schacht is said to be in agreement with the French that the chairman of the board should be an American. Meanwhile, it is reported that, the acting manager of the bank will hr Pierre Quesnav, director of economic studies of the Bank of France. It. is reported that the Bulgarians and Austrians have arrived at, a tentative settlement on the eastern r< question, with the Bulgarians agreeing to pay 11,000,000 gold francs annually for thirtyseven years, and the Austrians paying nothing until an evaluation of their seized properties is maae.
