HOOVER FACED HEAVY SESSION 1 IN FIRST YEAR ) Naval, Tariff and Farm Issues Big Tax on Administration. BF RODNEY DITCHER YEA Service Writer WASHINGTON. Jan. 1 —For the new Hoover administration 1929 was a year of big things begun. It was a year of hard work. The President took no summer vacation and congress, with its short session, its special session and lately its regular long session, has been on the job much more than in any ordinary year. Last New Year’s day found Herbert Hoover sailing home from South America, concluding in his good will tour the first important phase of a strong but friendly foreign policy which he has since carried with general approval. Even before taking office he had begun what was hailed as anew era of more amicable relations between the American republics and his subsequent policy has been designed to foster the improved atmosphere. Among other things he has undertaken to strengthen the caliber of our diplomats in those countries. Although not a great deal has been definitely accomplished, the administration has established a foundation for reduction of military and naval expenditures in Hoover’s public uterances. The year saw preliminary work completed for the important London naval limitation conference which will soon begin, including the unprecedented personal conferences of Premier Ramsey MacDonald and President Hoover in Washington. Farm Fund Passed Everywhere, in foreign or domestic afTairs, one observes the beginnings of efforts which, if successful, will result in substantial achievements. Only a few of the more important can be summarized in this space. After inauguration. Hoover lost no time in calling the special session of congress to deal with the farm relief problem and a revision of the tariff. The administration bill providing a federal farm board with wide powers and a $500,000,000 loan fund became a law without undue delay. The board has been actively functioning for several months, although it is too early to predict how effectively it will contribute to solution of the agricultural problem. In December, on President Hoover's recommendation, congress in regular session promptly passed a $160,000,000 tax cut measure which will go into effect this year. Tariff legislation, the other of the three most important legislative measures which the administration sought, is badly bogged. That may be due to Mr. Hoover’s unwillingness to make known his opinion of the tariff biffs cooked up by the house ways and means and senate finance committees or i of the drastic revisions of the I Hawley-Smoot measure which have been made on the senate floor. But tariff legislation has been begun and is rather sure to be completed, j in one fashion or another. Foreign Debt Big Item During the summer the administration’s firm intimation that it would stand for no more dallying obtained ratification in Paris of the Franco-American debt agreement. France had to pay $400,000.000 at once in case the agreement wasn’t ratified and Hoover and Secretary of State Stimson refused to forget about it. But only that much has been actually accomplished, for many believe that there must he still further revision of foreign debt : fundings. The President recently directed 1 the affixing of America’s signature to the World Court protocol on the ! theory that the senate’s reserva- j tlons had bepn met, but this may : not be submitted to the senate for some time and a fight looms after j which our adherence probably will j be ratified. The beginnings of what, may be far-reaching reforms have been made in regard to the vexing and long-standing problem of law enforcement. The President appointed a committee of extraordinarily high grade under the chairmanship of George Wiekersham, primarily in response to widespread dissatisfaction with prohibition enforcement conditions, but also to investigate enforcement and observance of all laws. Dealing directly with prohibition he has recommended the transfer of the enforcement job from the treasury to the department of justice and the question is now before congress. “Business As I'sual” Acting in the wake of the stock market crash and anxious to restore public confidence as well as to spur business as much as possible, Hoover summoned leaders of business and industry to Washington in November and talked “business as usual" to them. He warned against wage reductions and urged all justifiable programs of expansion with the promise that the government would join in the general movement. The effect of Hoover s emergency measures can not be judged with exactitude, but he believes that confidence was reestablished and that a large amount of unemployment and suffering was prevented. Due largely to Hoover, there has appeared the National Business Survey Conference under the chairmansnfo ot Julius H. WEATHER STAYS ‘FIRM’ IN WEST Mercury Shows No Change During Last Century. DES MOINES, Jan. I.—Despite the opinion of oldest inhabitants that the weather nowadays “ain’t like what it was when I was a boy,” the huge territory west of the Mississippi that formed the Louisiana Purchase enjoyed the same sort of climate in 1804 and 1805 as today. A century and a quarter ago, Ft Mandan, North Dakota, near the present city of Bismark, the temperature at sunrise was four degrees below Fahrenheit, G. K. Greening of the weather bureau at Sioux City, lowa, told members of the American Meteorological Society here The thermometer that recorded this temperature was the only one in the whole territory from the middie Missouri valley to the Pacific Northwest, so far as present records show, said Greening. This famous thermometer, which was broken a little later, was carried by a man with the appropriate given name of Meriwether. He was Captain Meriwether Lewis, who with Captain William Clark, led the famous Lewis and Clark expedition which first opened up the northwest to civilization. Their records contain the first weather diary of this part of the country, said Greening, and are preserved at the hall of the American Philosophical Society in Philadelphia. L A mother's worry over her daughter's illness is believed to have prompted Mrs. Guy Strait, 42, in a suicide attempt. Mrs. Strait is near death in the Blackford county hospital here from self-inflicted burns. She saturated her clothing with gasoline and set fire to it. Her husband, noticing flames rnd smoke coming from an outbuilding, rushed in' to find his wife shrouded in fire. He extinguished the fire and took Mrs. Strait to the hospital. The daughter. Mrs. Blinn Naish. is in the same hospital seriously ill.
