He locked it. Seated nearby an hour later he was menaced with a gun by a man inside the store and was compelled to open the door. The man escape. Nothing was taken. WARN CONGRESS TO PROVIDE FOR PRISONRELIEF Officials Declare Present Conditions May Cause Series of Riots. Bv Bcrippt-HoKard Newspaper AlHnnee WASHINGTON, Dec. 23.—With an elaborate program of prison reform and building unacted upon for a year, congress today faced a warning from Attorney-General'Mitchell and Sanford Bates, superintendent of federal prisons, that continued illness and overcrowding would result in more fatal riots like those at Leavenworth, Canon City, Dannemora and Auburn. Both officials asked for prompt action in providing a parole system, employment, more prisons and better living quarters. The ideal penitentiary. Bates told the house judiciary committee, should accommodate no more than 1,000 men, and 750 would be even more satisfactory. ital or laboor to employment of prisoners was unjustified, and urged legislation that would set them at work. At both Atlanta and Leavenworth, the attorney-general said most of the inmates are in complete or partial idleness. The house has several bills for new prisons before it, but no definite action has been taken on the report of a special prison committee which found conditions to be “desperate,” and recommended construction of new T penitentiaries, hospitals, local concentration stations for short-time prisoners and establishment of a parole system. Mitchell asked authorization to establish shops in federal prisons.
