MARTIAL LAW IN HAITI SOON TO BE LIFTED Military Rule Enforced by Marines Loosened in Minor Detail. Bu United Prt n PORT AU PRINCE. Haiti, Dec. 13.—The return to duty of forty striking Haitian members of the facility of Damien Agricultural school and loosening in a minor detail of the strict military rule lent credence today to the belief that the marine-enforced martial law, declared In Haiti last week after student strike riots, w'ould be lifted soon. There was no official comment on the subject. The strike of the students of the Damien school continued today, although Justin H. Sam. leader of the students, explained that under the provisions of the martial law the students were forbidden to gather, and for that reason could not meet to vote for an end of their strike. All students are willing to return, Sam said. The loosening of the martial law was only in regard to the curfew law. which was changed from 9 to 9:30 p. m. Port Au Prince was quiet. Gendarmes and marines reported that the outlying districts of the island were the same. Holland almost has as many miles of canals as of railroads or roads.

Dec. 13.—According to authoritative estimates nearly two million gallons of alcohol were smuggled into Finland during the current year. Only 150,000 gallons were seized by police.

The recent collapse of the stock market was believed responsible today for the bursting of another “Ponzi” financial bubble, the mysterious 52 per cent dividend business of Elmer S. Huckins and his son, George. An unpaid $2,000 note, passing of the regular dividend date and disappearance of both financiers Indicated that the scheme, which successfully bore investigation by postal authorities some months ago, was in difficulties. Court fights brought the Huckins Investment company into national prominence last summer. Fraud charges, brought by the postoffice department, were dropped when a federal court found nothing illegal about the payment of 52 per cent dividends. The nature of the investments never was disclosed. Inquiry at banks here and in Hancock, Wis., home of the elder Huckins, revealed that he and his soir had withdrawn $250,000 within the last two weeks and that balances remaining were not sufficient to pay the $2,000 note. Neither the father nor the son could be located.
