SENATE RENEWS TARIFF DEBATE; TAX CUTFRIDAY House Considering French Debt and Appropriation for Interior. Bv United Preet WASHINGTON, Dec. 12.—Legislative progress, rapid in the house, slow in the senate, was recorded by Congress today. The senate had ocmpleted the most controversial section of the wool schedule after nearly a week of debate, and planned to take up the tariff bill again today. It will be laid aside Friday for the $160,000,000 administration tax reduction resolution, which leaders hope to pass at once. The house, having adopted the tax resolution in a single day, took op the French debt settlement in expectation of ratifying it in similar short time. The first appropriation bill, carrying more than $283-, 000,000 for the interior department, |was passed by the house Wednesday, and is to be sent to the senate today. After Christmas This and other house measures IWII be held up in the senate, probably until after Christmas, to give added time for traiff consideration. The senate’s tax problem, already Complicated by proposals to make it apply to 1930 corporation incomes instead of 1929, was added to further hy an amendment by Senator Couzens (Rep., Mich), which would reduce from 12 V> to 10 per cent the federal tax on capital gains. This would be effective starting on 1930 gains and losses. The 1 per cent cut on inividual nornial taxes and corporation taxes, provided in the resolution as passed, would be effective only on 1929 incomes, however. Aimed at Wall Street Couzens’ amendment is understood to be aimed at Wall Street criticisms of the tax, which attributed it to be one of the reasons why owners of securities held their stocks so long despite the condition of the market. Treasury officials feel, however, that this tax had little to do with the stock decline. Three senate investigations also went on today. A special cotton investigating subcommittee, with Townsend (Rep., Dela.) as chairman, and Smith (Dem., S. C.) and Herflin (Dem., Ala), prepared to hear preside of New York and New Orleans Cotton Exchanges on question involving the price of cotton. CULVER ACADEMY SUED Effort Made to Prevent Purchase of Realty for Expansion. But United l'rc*R SOUTH BEND. Ind., Dec. 12. Suit for a permanent injunction to prevent purchase of properties at Culver by the Culver Military acad emy and the Culver Realty and In vestment Company has been filed by Mrs. Ida Culver Wintermute. The suit charges the defendants have illegally voted to purchase the Palmer house, a resort hotel on Lake Maxinkuckee, and the Shorb and Jungle, adjacent properties The suit gives the purchase price as $169,273.88. Mrs. Wintermute asserts the academy already had enough property for expansion and that the realty under consideration for purchase is not suitable.

8 DEATHS AUTO TOLL IN MONTH Total Until Dec. 1 for City Given at 110. Indianapolis and vicinity had a total of eight traffic deaths in four weeks ending Dec, 1 against four deaths for the same period last year, according to statistics of the department of commerce, bureau of census, at Washington. Os eight deaths, during November, this year, five were inside the city limits, while all four deaths during the same period of 1928 were inside the city limits. The figures show a total of 110 accidental deaths in the Indianapolis territory in the fifty-two weeks ending Dec. 1 against 105 accidental deaths during the same period ending Dec. 1, 1928. The figures show 28.9 deaths per 100,000 population from automobile accidents during the fifty-two weeks ending Dec. *, 1929, against 27.6 per 100,000 during the -same period ending Dec. 1, 1928, in the city and its adjacent territory. The city death rate, however, decreased from 20.3 per 100,000 to 20.2 per 100,000, during the same period, the figures show’. An interesting figure of the report is that seventy-seven deaths from auto accidents occurred within the city during the fifty-two weeks ending Dec. 1, 1929, while exactly the same number are listed for the same period ending Dec. 1, 1928.

Y., became president of the National Prohibition party today, succeeding D. Leigh Colvin, who was asked to resign because of his “political activities.” Colvin’s enforced resignation was decided upon at a meeting here of the party’s national executive committee which adopted a resolution declaring Colvin “worked for the success of the Republican party in 1928 instead of his own party.” Colvin was not present at the meeting. The opposition against Colvin was led by W. D. Martin, New Jersey committeeman, who admitted a split in the party and warned the delegates that “prohibition will not be successful as long as we have a divided party.” Martin charged the .Republican party afraid to enforce prohibition because of the coming election.” DECLARE $90,500 FUND Wesley Foundation Committee Names Sum for Distribution, Distribution of $90,500 to taxsupported colleges and universities was decided by the Wesley Foundation joint committee meeting at the Claypool, Wednesday. The funds were raised through contributions of Methodists for Indiana and Purdue universities. Bishop Edgar Blake of Indianapolis, F. C. Eiselen of Garrett Biblical institute, and W. H. G. Gould of Philadelphia were appointed on a committee to plan appropriations of the foundation.
