AUTHORITIES ON CHILD'S MENTAL ILLS TO SPEAK State Society Scheduled in 14th Annual Session Here Dec. 16. Nationally known authorities on mental hygiene will speak before the fourteenth annual meeting of the Indiana Society for Mental Hygiene at the Claypool Dec. 16. The morning session will Ire devoted to discussion of defective and retarded children asschobl problems, with Herman H. Young, professor of clinical psychology at Indiana university presiding. L. C. Ward, superintendent of Ft. Wayne schools; Donald Du Shane, superintendent of Columbus schools, and Geprge C. Carroll, superintendent of Terre Haute schools, will lead special classes. Addresses Listed F. L. Templeton, director of special education in Bloomington schools, will discuss “Foiiow-Up of Children in Special Schools,” and W. A. Hacker, director of social service in Indianapolis schools, will discuss truancy. Ada E. Schweitzer, director of infant and child hygiene of the state board of health, will talk on “The Pre-School Child,” and Miss Catherine Filmer, principal of the school at the Ft. Wayne institution for feeble-minded youth, will talk on training for special teachers. Frank J. O’Brien, medical director of the psychological clinic at Louisville, and Helen P. Langner, director of the child guidance clinic of Indiana university school of medicine, will speak. Warden Is Speaker At the afternoon sesssion, when mental health and delinquency will be discussed, principal speakers will be W. H. Daly, warden of the state prison; W. C. Van Nuvs, superintendent of the Village for Epileptics at. Newcastle; Clifford R. Shaw of Chicago, research sociologist of the institute of juvenile research; George M. Kline of Boston, commissioner of the state department of mental diseases. At night a dinner meeting will be held, with addresses by Dr. Shaw, Dr. Kline, Dr. O’Brien and Professor George L. Roberts, head of the department of education at Purdue university.

ENTERS INSANITY PLEA Train Wrecker Will Face Alienist Commission’s Examination. Attorneys for William Breece, 37, Cumberland, who derailed a fast Pennsylvania mail train east of the city in October because of a two-year-old grudge against the railroad company, Friday filed a special plea of insanity in Criminal Judge James A. Collins’ court. Breece, charged with train-wreck-ing, will be examined by a commission of two physicians appointed by Judge Collins. The commission is Dr. Roger Smith and Dr. Emery D. Lukenbill, who will report on Breece’s mental state Dec. 23.

ATTEND CONFERENCE Indiana Service Commissioners to N. Y. Utilities Parley, Howell Ellis and Frank Singleton of the Indiana public. service commission will leave Wednesday for New York City where they will appear before a special committee appointed by Governor Franklin D. Roosevelt of New York and the New York legislature to investigate state control of public utilities. The commission is aimed at development of a modern state utility control law and is under direction of William J. (Wild Bill) Donovan. The Indiana commissioners will tell of regulatory measures in use in Indiana and will give their versions of defects and benefits of present laws. DIVIDEND IS DECLARED Allis Chalmers Stock Payable Feb. 15, to Record Jan. 24. Bu United Press NEW YORK, Dec. 7.—Directors of the Allis Chalmers Manufacturing Company Friday placed the stock of the organization on a $3 annual basis by the declaration of a quarterly dividend of 75 cents, payable Feb. 15, to stockholders of record Jan. 24. This compares with the previous annual payment of $2. Unfilled orders of the company on Nov. 30. amounted to $13,600,000, as compared with $9,681,000 on Jan. 1, the' directors said. NEGRO GETS U. S. POST Dean of Kentucky School to Aid in Educational Survey. Bu United Press WASHINGTON, Dec. 7.—Secretary of Interior Wilbur Friday appointed James A. Bond, a Negro, as a specialist in Negro education. He will be attached to the interior department office of education and will aid in the department's national survey of secondary schools which was authorized by congress. Bond now is dean of the Kentucky Normal and Industrial Institute.
