operatives seeking to rid the city of slot machines, arrested Joe Conner, 28, of 337 North Addison street, Nov. 29, on charges of keeping gaming devices and a gambling house. Conner was slated at police headquarters and later released on bond. Meanwhile Stark decided to try the case in criminal court. and sent one of his officers to ask dismissal of the charges In municipal court. With no further authority than the officer's request, Judge Cameron refused the dismissal. Conner was rearrested on the same charges, and forced to provide another bond for his liberty. “I can try my cases wherever I please," Stark told the judge today, after having been called to straighten out the matter. Cameron, on the prosecutor's request, dismissed Conner from municipal court.

Houghton, former ambassador to England and Germany, addressed an audience Thursday night at the Second Presbyterian church. He reasoned that people of various nations, the "cannon fodder,” would control war through the power of their own will in legislative divisions of governments. He argued that national plebiscites instead of congressional votes on declarations of war would do much to prevent conflicts.
