SOVIET REBUFF TO U. S, SLAP AT KELLOGG PACT First Actual Test of Treaty Shows its Flaws, Simms Points Out. BY WILLIAM PHILIP SIMMS , Sw-rlpps-Howard Foreign Editor WASHINGTON, Dec. 6.—The first actual test of the Kellogg pact, outlawing war, has come and it has been found wanting. Soviet Russia’s stinging rebuff to the United States for invoking the pact of peace to prevent a Chinese Soviet war in Manchuria, leaves this country powerless to do more than accept it with such grace as may be, or perhaps risk another, face-saving shot at Moscow. What else, it is asked, can America do? As one of the signatories of the pact, it has suggested in a very friendly way to both Russia and China that they refrain from further hostilities and settle their quarrel amicably. China, it seems, received the note In the spirit in which it was sent, but Russia, bristling all over, characterized the movp as unfriendly, and accused the United States of unwarranted interference and use of undue pressure at a time when peace negotiations were underway. The incident reveals the very weaknesses which were pointed out from the beginning. Both Russia and China claim they never have acted save in self-defense, and Russia observes that, under the pact, she is entitled so to act.. Still another weakness was indicated by Russia’s query as to the source of America’s authority to mix in the matter at all. Who, she wants to know, gave the United States or any other power the authority to art as protector of the Kellogg pact? Not Russia, she declares, for she never has given her consent to any nation or group of nations taking upon themselves any such right. So, she concludes in effect, she would prefer It if America, and the ether nations reminding her of the

Hippo to ‘Wed’ By I nited Press NEW YORK, Dec. 6.—No announcement cards have been sent out, but it became an open secret today that Caliph 11, who is 21 and never kissed, is going to have a bride, if the city of New York can arrange it. Caliph II is a hippopotamus in the Central park zoo and has remained a bachelor so long largely because there is a scarcity of female hippopotami in this country. Now, however, the city's park commissioner has obtained an option on a potential spouse for Caliph in a German zoo, and if an appropriation of $6,500 can be had the nuptials w r ill be celebrated.

On the other hand, it is pointed out that the pact's influence is exclusively moral and that the act of the powers in invoking it in the case of Russia and China already has served a useful purpose by bringing the world .opinion to bear upon the nations involved. British, French and European opinion, generally, dissents from this view. While the value of public opinion in crises like this is indisputable, they hold, it necessarily will not prevent w ? ar. Something stronger is needed and that something they expect to get from the League of Nations, which sanctions the use of economic blockades or. in extreme cases, actual force to subdue an outlaw nation. Foreign observers already are calling attention to the diffei-ence between the Kellogg pact and the League of Nations and inevitably the former suffers in the comparison. The Soviet rebuff has done the Kellogg pact little good. now is a good time to do it, for they are scoring a record for both numbers and size just now. A really big sunspot, 40.000 miles or so in diameter, big enough to swallow the earth as a frog swallows a bug, can be seen without the aid of a telescope. and many of the smaller ones
can be picked up with the aid of opera or field glasses. But your eye will have to be protected, partly to enable you to look at the sun without being blinded, and partly to enable you to see the dark spot against the gleaming disc. Smoked glass is the old standby used at eclipses, and is all right if you
smoke it densely enough. This is best done with a yellow flame, such as a candle or an old-fashioned gas jet. But better than smoked glass is a spoiled photographic negative. Everybody who takes snapshots has some that have been ruined by overexposure. Asa rule, it will take
about two such films or plates to dim the sun sufficiently to enable you to see details cn its disc. Hold the film close to your eye. or if you use binoculars hold it close against the objective or outer lens. Hotel Manager Resigns Bn Times Svccial RICHMOND. Ind., Dec. 6 —M. W.
