Bt/ Rcrippt-TT ntrnnl \ nr*j>nf>rr Alliance WASHINGTON, Dec, 4.—Secretary Mellon, In his annual report made public today, expresses the opinion that prohibition enforcement is becoming more effective. “The operations of the treasury department in the enforcement of prohibition are becoming more stable and more effective,” he said. ‘The activity and co-operati:n of the several bureaus engaged in thesa operat'ons are making the business of violating the prohibit on laws more difficult and more hazardous.” Agents* School Started Mellon offered no opinion as to the advisability of Senator Sheppard’s proposed law to penalize buyers as well as sellers of liquor, nor did he discuss the proposed transfer of the prohibition bureau frrn his department to the department of justice The secretary disclosed that the treasury department has started a school for agents, to teach them proper enforcement methods and the constitutional rights of citizens. Warned as to Rights “The instruction of agents in tho proper and lawful methods of operation were earned forward during the year by experts,” he reported. "The lecturers and instructors visited practically every administrative district in the United States and gave instruction at twenty-two different places. “About 750 agents, mostly new recruits, attended the lectures. All igents now have specific instructions regarding the rights of citizens as guaranteed by the fourth and fifth amendments to the Constitution, the proper method of securing search the proper method of making investigation of the larger and mere warrants and executing them and important cases.”

'STEVE' IN NEW TRIAL APPEAL * Supports Motion in Brief of 42 Pages. Assailing ‘‘whispering squads.” D. C. Stephenson, erstwhile Ku-Klux Klan dragon in Indiana, today, through attorneys, filed a forty-three-page brief in Indiana supreme court in support of his motion to submit additional arguments in his appeal from conviction for murder of Miss Madge Oberholzer three years ago. Stephenson declared a campaign is under way to "stampede the supreme court” with rumors and scandal. He renewed his previous attacks upon attorneys who represented him and on Judge Will Sparks of Rushville, recently appointed to the circuit court of appeals bench. He declared, “I did purchase some weak sisters whom the public laughingly referred to as men, but it was for the purpose of preventing Hiram W. Evans, imperial wizard of the Ku Klux Klan, from getting a strangle hold on them. It is a pity for the good name of Indiana I did not buy more of them. “I did not buy anyone who did not want ot sell himself to the highest political bidder on the political mart. “I never held the nose of a weakling to make him comply with my wishes.” The brief was filed by Robert F. Baker, Michigan City, recently accepted by the supreme court as attorney for Stephenson.
