COUNCILS MAY BE FORMED TO AID PROSPERITY Three Permanent Groups, With Julius Barnes at Head, Suggested. Bu Scrippe-ffatcard ffetcspaper Alliance WASHINGTON, Nov. 28.—A farreaching movement for regulation of productive enterprise and stimula,ion of prosperity was said today to i.e contemplated by President Hoover and his advisers as the chief i r suit of the present mobilization of industry, agriculture, and labor in the “Business As Usual" program. With Julius Barnes as director, it is understood the administration hopes for creation of three permanent economic councils which will apply scientific principles to the control of production so far as possible. These three central bodies, representing industry, agriculture, and labor, would be expected to cooperate with a governmental commtssioon composed of the secretaries of commerce, treasury, labor and agriculture. President Hoover would, however, be the central cog in the prosperity machine, at least for the present. Must Be Willing No thought of hard-and-fast control or supervision of activities is entertained, for the essence of the movement is the willing and voluntary co-operation of the several forces. It is expected, however, that the three councils, acting together or separately or through the governmental body, would be able to do for productive enterprise what tire Federal Reserve board has accomplished in the field of finance and banking. By exchange of information such as took place when railroad chiefs industrial leaders, and farm representatives met with the President during the last ten days it is believed that repressions could be anticipated and avoided, just as the administration hopes to avoid a business slump through the present organization of industrial forces. Such an idea often has been proposed by Hoover himself, by Barnes, and by economic experts who made the study of economic changes and cycles under Hoover’s direction when he was secretary of commerce. Would Be Permanent The stock market collapse and fear of a depression provided opportunity for putting the plan into offect. The only difference between this plan and steps now being taken by Hoover is that the former would be a permanent organization. It would be ready to encourage business and industry and to urge expansion instead of retrenchment whenever conditions necessitated such action. Barnes now is virtually “acting secretary of prosperity,” without portfolio. DEMANDS DECISION Vare Case Must End Before Reed Leaves Pennsylvania. Bu Scripps-llrnenrd Xciespaprr Alliance WASHINGTON, Nov. 28—The three and oqe-half years of delay by the senatfe in disposing of the election claim of Senator-Elect William S. Vare of Pennsylvania may force President Hoover to appoint another member of the American delegation to the London naval conference as substitute for Senator Reed of Pennsylvania. Reed has announced that he will not go to London if the Vare case has not been disposed of by the Senate and either Vare or some other senator admitted. He will not leave his state without active representation in the senate. A last minute decision by Vare, announced Wednesday, may result in a further delay of from three to six months before the senate concludes the Vare case. A week before the senate is scheduled to act on the Norris resolution, denying him a seat. Vare appealed to the senate privileges and election committee to recount the ballots in thirty-one Pennsylvania counties carried by his Democratic opponent, William B. Wilson. Brought into court as a vagrant, McGuire pleaded to be sent away for thirty days as a birthday present, having advised the court he had just attained that ripe age. City Judge Weiss pondered, reflected and gazed out the window. “I am very sorry,” he said after much deliberation, “the penitentiary is too crowded now. SLAYER AWAITS DE ATHJN CHAIR Negro Killed Officer at East Chicago. Bu United Prose CROWN POINT, Ind., Nov. 28. Death in the electric chair has been decreed as the penalty which James Britt, Negro, must pay for murdering Sam Goldberg of East Chicago. A jury in Lake criminal court here found Britt guilty. Goldberg was to have been a government witness in liquor cases in the Calumet region. The murder was not connected with the recent federal liquor conspiracy investigation, according to evidence brought out at Britt’s trial. Britt claimed he shot in self-de-fense when Goldberg, a deputy sheriff, attempted to arrest him. They are said to have quarreled over a woman. Sentence will be passed on Britt Dec. 6.
