URGES SENATE TO RECOGNIZE NEWREPUBLICS Ukraine and Georgia Have Good Friends Among Americans. BV Brrft)V>-Tfotrnril V f.rmntrr AlHnnce WASHINGTON. Nov. 28.—Barron G. Collier, capitalist and former police commissioner of New York City, was revealed today as the promoter of a movement for American recognition of the Ukranian and Georgian republics, which are alleged to be nonexistent, except as part of a scheme to overthrow the Russian government. Collier, who claims the title of consul-general at large for both republics, twice has got Senator Copeland of New York to introduce resolutions for the recognition of these so-called governments. Similar efforts on behalf of Georgia were made in 1926. Despite the refusal of the senate or the state department to give the requests serious consideration, the movement has persisted. Motive Unselfish Collier obtained 1,000 copies of the latest resolution introduced by Copeland. Henry Opdycke, a New York lawyer, who handled the matter for the New York advertising man and capitalist, said it was intended as a “friendly gesture toward a people with a long Christian history who have been unjustly treated by the Bolshevik government ” Both the Ukraine and Georgia which contain valuable oil lands, that have been pawns in the game of international diplomacy, ‘long have been the center of counterrevolutionary organizations. Only a few days ago the Soviet police arrested conspirators in an alleged plot to overthrow the Soviet, and place the Ukraine under the control of a neighboring capitalistic government. Backed By Americans The program of the counterrevolutionists was said to contemplate payment of czarist debts to foreign countries. The arrests followed by a few days Copeland’s introduction of his second resolution for American recognition of an Anti-Soviet government. The state department is aware of activities of certain American groups to obtain assistance for the counter-revolutionists. It, however, never has had the question of recognition formally presented. STOKING MACHINES TO BE USED IN CITY HALL Automatic Equipment Will Reduce Smoke, Cut Out Firemen. The board of public works Friday will consider installation of automatic stokers in city hall, Theodore Dammeyer, president, said today. An appropriation of $3,200 for their installation is included in the city’s budget for 1930, and will be available Jan. 1. The equipment probably will be Installed by that time. The improvement will reduce smoke emanating from the building, and allow the city to dispense with two firemen now employed to stoke the fires. TAKE BOND ISSUE BIDS No Difficulty Expected In Selling City Hospital Paper. , Bids on the $875,000 bond issue for the city hospital building program will be received Monday by City Con .roller Sterling R. Holt. Holt anticipates no difficulty in selling the bond issue due to the recent demand for bonds instead of stocks. The money will be available about Dec. 10 and council Is expected to appropriate the funds to the board of health before the board leaves office Jan. 6. - DRAFTS SIGN ORDINANCE Assistant City Attorney Working On Bill to Ban Pole Advertising. An ordinance prohibiting erection of signs on utility poles along streets without city approval is being drafted by Smiley N. Chambers, assistant city attorney.
