LA FOLLETTEIS LIBERAL BLOC’S FINANCECHOIGE Boomed as Successor to Edge by Members of ‘Young Guard/ Jtu Brrlnr>*-TI arard Xevstvaoer Alliance WASHINGTON, Nov. 22. — The senate's liberal bloc determined on anew objective today as part of its tariff fight. It wr.nts to obtain fOr Senator Robert M. La Follette Jr. the place on the senate finance committee to be left vacant by resignation of Walter E. Edge of New Jersey. Meanwhile the “new guard” has a candidate of its own for the place, Senator John Thomas of Idaho. The two groups are agreed only one point that the west is entitled to a place/on the senate’s tariffmaking committee. Geographically, the liberals believe they have the best of the argument, for the states most prominent in the movement for La Follette are the midwestern group. Nebraska, lowa, North and South Dakota, Minnesota and Wisconsin, and this territory has no spokesman on the committee. States farther west have Smoot and Utah and Shortridge of California to look after their interests. Senator Gerald W. Nye of North Dakota is a member of the committee on committees which will make the selection and his support of Lafollette probably will be a atropg factor. The “young guard” has no mem-

Bu Scrivps-Hotcard ’Sercsvavtr Alliance WASHINGTON, Nov. 22.—Congress is preparing to consider President Hoover’s plan to speed up federal building construction throughout the country as one means of stimulating industry. An increase of $100,000,000 for projects outside of Washington and an addition of $75,000,000 for projects within the capital will be authorized in the treasury department appropriations bill, which will be reported to congress next month. The plan has the indorsement of Senator Smoot of Utah and Representative Elliott of Indiana, chairmen of the public buildings committees. More than $200,000,000 has been authorized in the last three years for federal building construction in the larger cities. A part of this work is now in progress, but actual

But, in addition to this, a survey by representatives of the treasury and postiffice departments has disclosed need for new federal buildings in 311 smaller cities. The survey showed that In many sections of the country there are large areas, some greater In size than some of the smaller states of the union, where no federal building ever has been erected. In addition there are many industrial centers, which have sprung Into prominence In recent years, which are without federal buildings. “The psychological effect of the government having a building in such places should not be underestimated," the report declared. The survey disclosed a need for $398,000,000 to meet the more urgent needs of the country. Os this sum $198,000,000 has yet to be authorized. President Hoover will urge that $100,000,000 of this total be authorized during the coming session of congress. Every state in the union is included In projects for larger cities heretofore authorized or contemplated and every state will be a beneficiary of the new program which includes smaller cities.
