EXPERIMENTS IN CHEMICAL USE FOR WAR MADE United States Continues Work Until Treaty Is Ratified. BY LYLE C. WILSON United PrcM Stmff Correipondent WASHINGTON, Nov. 22.—Chemical warfare service is a thriving unit of the army despite the senate’s ratification of a treaty to abolish chemical warfare and in an annual report published today it was revealed army chemists are attempting to extend their chemical devices to protection of uniforms, tanks and even battleships at sea. In contrast with largely routine work reported by chiefs of older arms of the service, the report of Major General H. L. Gilchrist, chief of chemical warfare, is a story of experimentation in strange fields. The senate’s ratification of the Washington arms conference treaty which the state department says was designed to abolish chemical warfare does not hinder Gilchrist. That is because other signatories, notably France, refused to ratify the instrument and it can not become operative until ratification is complete. U. S. Carries on Work So long as other armies are free to experiment with chemicals for battle purposes, the war department maintains its chemical warfare service at the highest possible level of efficiency. Laymen may not realize what is perfectly plain to military men who know an emergency may sometime cause them to battle gas cloud with gas cloud. For instance, no one knows how far chemical in the future may be developed for use against tanks, armored cars or battleships; nor is there any certainty some agilebrained foreign chemist may not devise a gas cloud which would disintegrate an attacking soldier’s clothing leaving him in the most of a charge as nude as a goldfish. Such matters are occupying America’s chemical warfare research men now. Army and Navy Experiment If motors or warships can be rendered useless by gas, the army wants to know about it, perfect the method and devise preventive measures. Navy funds are used for experimentation on naval subjects. Similarly work is in hand on design of clothing which would be impregnated with a substance to protect the body and limbs of the wearer against gas. The field army of the future, under a recent authorization, will be equipped with a laboiatory which, if necessary, could analyze and devise protection against surprise gasses loosed by an enemy. Bu United Prexx NEW YORK, Nov. 22.—Presdent Hoover’s habit of tracing geometric figures on a scratch pad while he converses with visitors has resulted in a novel and valuable autograph. A visitor asked Mr. Hoover to sign one of the queer sheets, and then sold it. Thomas F. Madigan, New York autograph dealer, finally acquired it at a “substantial” price.

Nov. 22.—The confirmation of two appointees for United States district Judges will be a part of its unfinished business when the senate adjourns tonight. Because of the lively opposition to the recent nominations of Albert L. Watson of Pennsylvania and Richard J. Hopkins of Kansas, no effort will be made to confirm them To save President Hoover of tlr embarrassment of resubmitting their nominations, the senate a! the request of Senator Norris of Nebraska, chairman of the judiciary committee, unanimously agreed to amend its rules to eliminate the necessity of new nominations. This means that the two nominations, which have been reported favorably by the committee, will bs held over for the December session of congress without prejudice. Efforts were made last week to confirm Watson and Hopkins but senators would, not lay aside the tariff bill for the time required.
