That Is to say, the conference powers may start a progressive sealing-down process in the size of capital ships, as now defined, with the result that eventually—even soon—they will vanish from the seas. Fleet strength, it Is observed, is entirely relative. All things being equal, and given parity as to size j and number, a school of minnows would have identically the same chance of success in a battle with another school of minnows, as a school of whales would have against I another school of whales. The important thing, it is pointed j out, is balance. If this is main- j tained. the navies of the world may be composed of whatever size ships , that mutually may be agreed upon j and, however small, they will re- j main relatively as strong as ever.

Tonnage Is Limited This principle, in fact, already has found recognition among the five leading sea powers that will meet in London to discuss naval limitation early next year. At the time of the Washington conference of 1921, the United States was building fifteen capital ships, totaling 618,000 tons. These stupendous ships, when completed, would have averaged 41.200 tons each, or exactly the size of Britain’s biggest dreadnaught, the Hood. At the conference, however, America, Britain, Japan, France and Italy agreed that henceforth no ship of war should exceed 35,000 tons or carry guns larger than sixteen inches. Here, then, was an initial reduction amounting to 6,000 tons a ship. Today tiie same five powers are facing huge replacement programs. Between 1931 and 1942 the United States and Great Britain—to mention only the two leading powers—will have to build fifteen new battleships to replace those now in service and which, one by one, must be retired on account of age. The question naturally arises, shall these new ships be 35,000 tonners, or shall they be scaled down still farther in size and so save all concerned a lot of money The coming parley is expected to deal with this question and the belief is thai the answer will be smaller battleships. Cost Many Millions The British “Washington treaty ships, the Rodney and the Nelson cost British taxpayers about $35, 000,000 apiece. Fifteen would cos them $525,000,000. In the United States, owing to higher wages and higher cost o. material, similar vessels now would set American taxpayers back approximately $50,000,000 apiece, or .$750,000,000 for the fifteen. By reducing the size of these ships to, say 20,000 or 25,000 tons each, many millions of dollars might be saved—enough to pay for the great Mississippi basin waterways project, now under way, with some to spare. This, says President Hoover, is a perfect illustration of how swords cap be converted into plowshares. But there are other factors also to be considered. Many advanced thinkers in naval circles are beginning to doubt the worth of existing battleships in modem warfare. Aircraft, aerial torpedoes, wire-less-controlled ships and bombers,

The radio operator of the Nanuk reported that Siberian Eskimos arrived at the ship, saying they heard the noise of a plane several days ago about sixty miles from the Nanuk’s position near Cape North.
