CONFIDENCE IS HIGH ON EVE OF HOOVERPARLEV Financiers Meet Tomorrow With Conditions Viewed in Rosy Light. Bu Scripps-llotrard Xetcspaper Alliance WASHINGTON, Nov. 19.—'Though called because of concern for the possible effects of the recent market crash, President Hoover'* conference of financiers, industrialists and economic experts will meet here Wednesday in an atmosphere oi confidence in all factors which make for national prosperity. The monthly bulletin of the fed eral reserve board, made public to day, clearly shows, in the opinio of economic experts, the country’, ability to weather storms like tha which broke in Wall Street on Oc. 24. and gave rise to concern for it effect on employment and normal activity in all lines for the com! g year. The bulletin reveals that the fundamentals of business condition have not been weakened seriouslj
Business Keeps Up Money at a low rate of interest is plentiful; basic industries with a few exceptions are continuing at a high rate of production; building in almost all lines except residences is keeping up; factory employment and wage payments “remained in large voljme this autumn,” and distribution statistics show a sustained buying power on the part of industrial and agricultural workers. House rents are lower than at any time since 1924, when the cost of renting or building a home reached its post-war peak. Building has caught up with and passed the shortage that developed during the war, and this accounts for a slackening of construction as much as the credit stringency caused by stock speculation. Meanwhile, experts In the treasury. commerce and labor departments were assembling a mass of data for submission to the President’s conference. These statistics on business cycles and industrial changes, some of which were collected under Hoover’s direction when he was secretary of commerce, are counted on to aid the conference in devising a program designed to relieve possible hardship resulting from the market crash and to prevent a recurrence of disturbed money and stock conditions. Bear Raid Halted The board's review reveals how the bear raid was stopped before it had more serious effects. It emphasizes the financial assistance which New York banks and the reserve system gave when foreign lenders, Investment and trading companies and out-of-town banks began to withdraw fund3 from the market in the latter part of September and early in October. Many believe it was the removal of this support, together with heavy selling by foreign interests following the hasty crash on the London exchange, which precipitated th° slump.
