KAROLYI SEEN AS MENACE TO HOOVER'S LIFE Presence in U. S., Stimson’s Fame as Liberal, Might Spur Radicals. BY LYLE C. WILSON United Pres* Staff Correspondent WASHINGTON, Nov. 15.—Liberalization of state department policies and the department's part in naval negotiations during recent months has aroused some elements among patriotic organizations to bitter protests. Secretary of State Stimson and Under Secretary Cotton are objectives of this attack. Both were concerned in preliminary naval discussion with Great Britain and it is through them largely the navy haJ to express its opinions. - Under B*imson’s authority. Cotton mad" the decision granting visas to Coun f and Countess Karolyi, exiled Hungarian radicals. This decision reversed the policy of former Secretaries Hughes and Kellogg. Criticism of Stimson and Cotton for their naval limitation and reduction work has not yet com" into the open. But the Karolyi decision is under direct and unconcealed fire Miss Mary C. Kilbrcth of the Woman's Patriot Publishing Company, protested direct to Stimson and Cotton and has carried the fight to the labor department, which has final jurisdiction in exclusion of aliens. Refers to Violence In a typewritten document obtained at the office of the publishing company, there is a reference to violence for the purpose of making Stimson president, as follows: “Michael Karolyi has an official Communist record certified by the j lvghest courts of Hungary in decisions dated Feb. 21, 1923. and Oct. j 26. 1928. Karolyi was charged with treason, theft, the creation of Soviet ; and the placi~g of Communists in , power in Hungary. Karolyi never ! has returned to Hungary since the j original indictment of Oct. 21, 1919, j against him. “Undoubtedly some of the offenses \ charged in Hungary wrre political j and not offenses under American ) law. But Communism or any crime j involving moral turpitude is a bar ! to any alien's admission to the United States. “Moreover. Karolyi is barred as a defender of assassination. Proof of i his defense of assassination even for publicity purposes is attached (the reference is to some of Karolyi’s writings). Assassination Fails “While Karolyi was in Mexico in 1928 President-Elect Obregon was assassinated by an alleged fanatic but the so-called intellectual authors j of this crime have not been revealed. “The removal of two men in this country would make Stimson President.” The typewritten document goes no further, but the United Press was informed at the publishing company office it was not meant to impiy either Karolyi or Stimson contempltaed violence to elevate the latter to the presidency.
