WASHINGTON, Oct. 30.—The only possibility of passage of a tariff btll lies in the intervention of President Hoover, many senators agreed today. Senate leaders, including Senator Bcrah of Idaho, Senator Reed of Pennsylvania and Senator Simmons of North Carolina, concede there remains too little time to pass the measure in the special session, barring some such impetus as direct action by the President. Senator Johnson of California said that Hoover already had intervened 1n the tariff fight in behalf of the flexible provisions of the tariff. Urged to Act '•When the President's representatives in the states from which senators come try to crack the whip of party over their backs and whip them into line for one provision, the President can not remain mute upon the question of rates,” Johnson said. Bcrah blamed the so-called administration senators because, he said, by refusing to follow Hoover's recommendations made to the spe- ; rial session for limited revision, par- ' ticularly for the benefit of agricul- j ture, they had brought about the present muddle and “in all probability reduced possibility of tariff legislation to futility.” Senator Fess of Ohio and other administration senators put forward the Kansas City Republican platform, calling for general tariff legislation, as the charter under which congress was working.

Clementel accepted and will attempt to form a government of concentration. based on a support of left and center groups.* Clementel has held portfolios in several governments. He was minister of trade and labor in the cabinet of Georges .Clemenceau from 1917-1920 and minister of finance in the Cartel government of 1924-25, which was headed by Edouard Herriot. Edouard Daladier, Radical-So-cialist leader, officially advised President Gaston Doumergue today that he had decided to abandon the task of forming a cabinet. SCHOOL TICKET IS INDORSED BY CIVICLEADERS Support of Candidates on Citizens’ Slate Is Urged in Letters. Scores of letters indorsing the five candidates of the Citizens’ School committee for school board posts in the city election Tuesday, have been received at the committee’s headquarters in the Illinois building, officials announced today. The candidates are: Julian Wetzel, Russell Willson, Merle Sidener, Mrs. J. Don Miller and Samuel E. Garrison. I. J. Good, Indiana Central college president; Robert L. Moorhead, Bobbs-Merrill Company treasurer; Joe Rand Beckett, Thaddeus Baker and John L. Benedict, members of the last legislature, sent letters approving the candidates. “Our public schools, which formerly ranked very high, have sunk to a low level on account of the introduction of politics into the management of school affairs, and the situation is a cause for humiliaItion to all of us who have the in-
terest of the public school system at heart,” Baker said. “We can clean up a bad situation by going to the polls and voting for the five candidates.” Wilson urged voters to support the entire ticket before the Lions Club today at the Lincoln.
