GLOSSBRENNER POSES AS NEW BENJFRANKLIN Doffs Napoleonic Hat for Philosopher’s Gown in Address. -.BY BEN STERN Jioffing the Napoleonic hat, which has worn through virtue of having the same birthday as the great French soldier, Alfred M. Glossbrenner. Republican nominee for mayor, stepped forward today in a new role—that of Benjamin Franklin, printer and patriot. “Glossie,” as he was greeted by scores of Negroes gathered at the Twenty-fifth street garage Monday night, was chockful of his similarity to the genial Philadelphia philosopher. And when after singing one verse of America, the audience swung into the following hymn to the same tune—the climax was capped. The verse was: "Hr are Republican* •'Trulr Republican*. “We do our bet •Tome now j#bd help elect “(;io*brenner and the ret “Each vote cast will take effect “On November Fifth.'* And amid much applause, one of the brethren was called upon for the invocation. Prays for Coffin He prayed long and fervently, ending up with the following appeal for “Cap” Coffin, Republican city chairman: “Heavenly father, help us to stand up for the organization so that we may have good government.” The first promise that Glossbrenner would business man candidate and not a politician rather was dispelled by William H. <Big Jacki Jackson, Republican Negro worker, who presided. In introducing Glossbrenner he referred to the oft-repeated statement, that the candidate was drafted and said: “He will give us a business and political administration.” Glossbrenner’s eye roved over the audience and there sat, a Negro employe of the Levey Printing Company, of which the candidate i£ head. Hails Employe “Hello, William,” he said. “William has been in my employ for twenty-six years. After I am gone, let someone else tell how well 1 have treated him.” Glossbrenner referred to the radio

talk made by Walter Myers, in behalf of the Democratic ticket. “I am not out of sorts because of what I heard. “I believe that he did me a favor in linking my name in the same speech with Benjamin Franklin.” Without saying exactly how his name happened to be linked with that of Franklin, Glossbrenner said: “I have been a printer for forty years. Benjamin Franklin also was a printer. Disciple of Franklin “I always have been a disciple of Franklin. I have tried to be like him. if you please. “Franklin was pressed into service for his country, and I am in the role of a nominee not from choice, but from chance, if you please.” He described the growth of the city manager movement and its fate and then protested against any desire for the mayoralty post. Glossbrenner’s written speech was short and devoted to praise of his councilmanic ticket, which he said had been “hand-picked” by him. He made the same set speech at 3327 North Illlinois street and at the Odd Fellow's hall on Indiana avenue. Members of the Mt. Everest expedition encountered birds and fishes at great heights which previously had been thought impossible of sustaining life.
SCHOOL MONEY TRANSFERS ARE UNDERATTACK C. of C. Civic Affairs Head Says Inaccuracy or Waste Is Evident. Transfer of approximately $150,000 school funds, recently authorized in a school board resolution, today was attacked in a statement by William H. Book, Chamber of Commerce civic affairs director, as evidence of inaccurate estimating or failure to live w'ithin the budget. By the transfers, Book pointed out, sixty-three appropriation items would be increased in amounts totaling approximately $150,000, and seventy-three items diminished in like amounts. Book's statement points out that “it should have been possible to come nearer than $15,000 in a total budget item of only $103,000 in estimating the exepnditure for 1929 for Crispus Attucks high school salaries.” He urged that the board live within its budget, once it has been adopted, pointing out that a budget means little when so many transfers are made. A large part of the transfers are for janitors’ salaries, bringing the total 1929 expenditures not only above the present budget figure, but above the otal amount allowed in the 1930 budget, Book pointed out. He suggested an effort now be made

Whether or not school officials reduce the amount of the transfers, he suggested, will determine whether the school city will end 1929 with a deficit or a small balance. Reduction of transfers to $118,200 is urged by Book through making transfers sufficient only to cover the increased rate of expenditure up to the present time and, from now on reducing expenditures to the 1930 budget basis. Copies of the statement were admitted today to C. C. York, school business director, and school commissioners. HIRE UTILITY EXPERT Cleveland Man Consultant in Insull Merger. R. Husselman of Cleveland, has been employed by the public service commission as consulting engineer in the $70,000,000 Insull utility merger now pending. Announcement of his employment was made by Commissioner Howell Ellis, who is in charge of the merger petition. His salary will be $75 a day, total fee not to exceed $5,000 under an agreement with the commissioners. Husselman has represented the governmental side in numerous large utility cases throughout the country during the last seventeen years, according to Ellis. He is equipped especially to handle traction properties, a number of which are involved, Ellis said.

GERMAN DRIVE ON YOUNG PLAN LIKELYTO FAIL Referendum Campaign to Defeat Project in Last Day. BERLIN, Oct. 29.—The Nationalist party’s campaign to defeat the Owen D. Young reparations plan entered its last twenty-four hours today with the outcome still in doubt. Prospects for success of the Nationalists however, appeared smaller than a week ago. Party leaders supporting the referendum campaign and government supporters, opposing it, brought the struggle to a close in a last burst oi energy after two weeks of nationwide campaigning, in which the radio, mass meetings, and newspapers were employed. The government Monday night declined a request of supporters of the referendum against the Young plan to extend the time for gathering signatures. Today is the last day and, if the total registration proves to be close to the 4,100,000 voters necessary to assure holding of the referendum, it will require several days to compile final results. It was considered significant that
