LOBBY PROBE IS MENACE' TO TARIFF ACTION Committee From Senate to Inquire Into Pressure for Protection.

Oct. 9.—Passage of the tariff bill, either during the extra session of congress, which still has six weeks to run, or during the regular session which will follow, becaume more uncertain today as the measure faced the threat of the senate lobby investigation. Tiie five senators named to conduct the inquiry wiii meet within a few days to plan their hearings, which Senator Caraway of Arkansas said will begin next week. The committee’s Ar t attention will be given to the tariff lobbies, which have maintained headquarters in Washington. • The sub-committee, appointed by Senator George W. Norris of Nebraska, chairman of the judiciary committee, contains tour senators who are avowed opponents of the measure now before the senate and only one champion of the bill. Senator Robinson of Indiana is the only conservative Republican on the committee. Ilis associates, aside from Caraway, who sponsored the resolution which forced the probe, included Bcrah of Idaho. Walsh of Montana ; and Blaine of Wisconsin, all identified with the progressive Repub-lican-Democratic coalition, which is fighting the bill. Joseph R. Grundy of Philadelphia, j head of the Pennsylvania Manufac- j turers’ Association, probably will be ( the first witness summoned. Tire j committee now is gathering data on C~ undy's activities. Senator Caraway today received ; his first avowal of willingness to ! testify. The Women's International j League for Peace and Freedom, j which informs congress of its peace j efforts, urged that registration of lobbyists and lobbying funds be re- 1 quired. The league expressed the hope the investigation will result in constructive regulatory legislation.
