BRITISH NAVAL BASE ARGUMENT IS TONED DOWN Little Disquietude Caused in London by View of Americans. BY HARRY L. PERCY United Pre Staff Orrr.pond.nt LONDON. Oct. 3 —The specter of British naval bases in the western Atlantic, raised in some American circles, is causing little disquietude here. Whether the bases are discussed by Premier MacDonald and President Hoover at Washington, or whether they will come up at the five-power naval conference in January, observers here believe there will be little difficulty In reconciling American and British viewpoints concerning them. The argument in London is that the bases never were and never will be a menance to the United States. No Well Equipped Base With the exception of the Royal Canadian navy's dockyard at Halifax, which for some years practically has been closed down, Britain has no well-equipped bases across the Atlantic. Further arguments are set forth as follows: Bermuda, the headquarters of the America and West Indies squadron, lacks facilities for repairing heavy ships, and therefore could not be used as a battle fleet base. Further its proximity to the American mainland would render it liable to overwhelming attack by both sea and air. Bridgetown, in Barbados, and Trinidad simply are fuel stations, too remote from Britain to be susceptible of defense against determined assault by an enemy in the western Atlantic. Termed “Direct Threat'* That argument applies with still greater force to Jamaica, which has been termed a “direct threat" to the Panama canal. Jamaica is only 540 miles from the Atlantic end of the canal, so that a naval force operating from Jamaica would be within easy reach of its objective But since no naval force can be dispatched safely to a distant base In time of war unless its communications are secured. the essential factor in the problem is not the distance from Jamaica to the canal, but the distance of Jamaica from England on one hand snd from the United States on the other. Finally, experts here point out, Britain’s Atlantic bases are so lightly fortified they probably would be at the mercy of a modern cruiser’s guns.
