PEACE PARLEYS 'MOST HOPEFUL,' HOOVER SAYS President Devotes Radio Address to World Arms Limitation. Kl> r nitrd /*- .. WASHINGTON Sept. 13. Negotiations with other powers looking toward further disarmament, v ere described as ' most hopeful" by President Hoover, in a radio speech from his White House study Wednesday night, in connection with the dedication of the Columbia Broadcasting Company’s new studio, WABC. in New York. The President said he receives daily “evidences of almost universal prayer" that the negotiations will succeed. The proposals involved, Hoover said “would preserve our national defenses, and yet would relieve the backs of those who toil from gigantic expenditures and the world lrom the hate and fear which flows from the rivalry in building warships." The President recalled that Presidents from John Adams down liad sat in the room from which he made his address. “In this room.” Hoover said, “have been taken those reluctant steps which have led our nation to war and those w illing steps which again have led to peace. Never has there been a President who did not pray that his administration might be one of peace, and that peace should be more assured for his successor. Ye; the.se men never have hesitated when war became the duty ol the nation. "Always in these years the thought of our Presidents lias been adequate preparedness for defense as one of the assurances of peace But that preparedness must not exceed the barest necessity for defense or it becomes a threat of aggression against others and thus a cause of fear and animosity of tbc world.” Girl Becomes Lawyer H Tin.- *i>t vitil PORTLAND. Ind., Sept. 19.—Miss Marguerite Miller celebrated her twenty-first birthday by being admitted to the Jay county bar.
