INFANT DEATHS IN COUNTRY UP LITTLEIN YEAR Slight Mortality Increase Brings Rate to 68.3 for 1,000 Babies. f\U Times Special WASHINGTON, Sept. 13.—1n the rate of infant deaths, 1928 shows a slight Increase over 1927, according to the report on infant mortality issued today by the American Child Health Association. In 1927 the United States achieved the lowest rate ever recorded, 64.9, and last year the figure 68.3 shows the second lowest rate. This means that for every thousand babies born alive, approximately sixty-eight infants under 1 year of age died. The report is based on the study of 729 cities with a population of 10,000 or more, as recorded in the 1920 census. Seven hundred nineteen of these cities lie in the birth and death regisration areas and ten in the part of the country that has entered the death but not the birth registration area. They are scattered in forty-four states and the District of Columbus, and, according to the last census, include a population of about forty-four million people. Os the cities having a population of 250,000 or more, Seattle and Portland, Ore., tie with the lowest rate, 43. San Francisco runs a close second. with 46. Os cities having a population between 100,00 and 250,000, Oakland, Cal., leads with rate of 47, and is followed by Spokane, Wash., with a rate of 49; Des Moines, la., and Cambridge, Mass., each with a rate of 53.

Berkeley, Cal., Is first among cities having a population between 50,000 and 100,000, its rate being the very low figure of 31. In this group. Union City, N. J., is second with a rate of 32. and Long Beach, Cal., is third with a rate of 38. In the next population group of 25.000 to 50,000. Alamada, Cal., stands first with a rate of 25. Medford. Mass., shows a rate of 30; Oak Park, HI., and Everett, Mass., have the rate of 31. In the last population group, 10.000 to 25.000. Holland, Mich., achieved the very low rate of 21; Braintree, Mass., 22 and Stonington, Conn., 24. Bucket Shop Losers Collect R'i Unites! Press SOUTH BEND. Ind., Sept. 13. Alleged to have swindled patrons of more than $25,000, operators of the Hamilton-King Company here, alleged bucket shop, have returned approximately $9,000 of the money, according to reports. The operators will face trial in October.

POLAND MEMORIAL TO WILSON NEAR FINISH Gutzon Borglum Works on Figure Twelve Feet High. Bu United Press SAN ANTONIO, Tex., Sept. 13. Gutzon Borglum, original sculptor of the Stone Mountain memorial, practically has completed, in his studio here, the model for Poland’s memorial to Woodrow Wilson. “There can be no peace with victory” is the theme for the memorial, suggested by C at phrase from Wilson's second Lusitania note. The model depicts Wilson throwing aside the scholastic gown and entering world activities. The memorial will hev a twelvefoot figure of President Wilson in bronze on a granite base. Back of the statue will be a pylon fourt and a half feet high and twelve feet wide. At the other end of the large granite base will be a map of the Polish republic. The statue will be cast in New York after the model has been completed.
