Collection of fat fees seems to be the principal service which holding companies render to local utility properties, it was brought out at a hearing for rate increase for the Portland Home Telephone Company. The hearing vas conducted at Portland this week by Commissioner Calvin Mclntosh of the public service commission. The Portland Home Telephone Company is one of the numerous Indiana exchanges owned by the Interstate Telephone and Telegraph Company, corporation of former Governor James P. Goodrich. Among the “legitimate” expenses listed by the Portland company for 1928. upon which the rate increase petition is based, was the following items: To the Interstate Telephone and Telegraph Company for services $5 ,000; same for legal services SI,OOO. Mclntosh spent considerable time questioning company witnesses in an effort to learn just what these “services” which the holding company is alleged to have rendered, really were. The best definitions were very vague, he reported. R. W. Frost, Indianapolis engineer, who is listed as one of the directors of the Portland company, said he had done some work for it and the I. T. & T. collected. “Being a director, interested in the financial success of the Portland company, why shouldn’t you work for it directly rather than through the holding company?” Mclntosh queried.
