SOVIETS DENY CHARGE MADE BY AMERICAN Commissar Brands Robbery Allegation ‘Flase and Underground.’ BY EUGENE LYON'S Cnlted Pres* Staff Correspondent MOSCOW. Sept. 6.—Tbe Soviet government todav branded as “false end underground” the charges made hy J. ,J. Mantell. American railway adviser to the Chinese republic, that the Russian administration in Manchuria had stolen “untold millions’" from the Chinese Eastern railway. Mantell's statement, contained in en exclusive interview at Mukden with the United Ptpss, today brought counter-charges from Maxim LitvincfT, acting commissar for foreign Bffairs. Litvinoff charged Mantell's statement proved “an evident desire by interested Imperialist circles to ruin the existing possibility of a peaceful settlement of the conflict between Russia and China and to make our relations with China more acute.” At the same time, LitvinofT declared in strong terms the Soviet government was dissatisfied greatly with the manner in which Nanking was delaying a peaceful settlement of the trouble, which grew? out of China's seizure of the Chinese Eastern railway. He demanded to know’ why China was not replying to the Russian overtures for a conference. Mantell's statement that the Soviets had ben robbing the Chinese Eastern railway for years the commissar branded as false. “They merely are underground accusations against the Soviet administration of the Chinese Eastern.” Litvinoff declared China’s share cf profits in the last five years amounted to $29,000,000, as against the small amount mentioned by Mantell. He also said the condition of the workers had been improved vastly. HIGH HAND TRAFFIC SIGNAL FOR BLIND Australia Inaugurates Device to Reduce Accidents. Bu United Preen AUCKLAND, New Zealand, Sept. 6—At the suggestion of the Auckland Automobile Association, inmates of the New Zealand Jubilee institute for the blind henceforth will hold one hand upright over the head when attempting to cross streets. In an effort to prevent accidents due to blind persons attempting to cross streets alone and also to obviate the necessity for unaccompanied blind persons having to wait too long at crossings, the association decided that only some kind of signal which would be recognized Immediately by motorists would solve the problem. Asa result, they sought and obtained for their scheme the approval of the Jubilee Institute, w’hose officials have just issued the necessary instructions to the blind. FOUR VETERANS FINED V. F. IV. Edward Dailey and Herman Strohm. all of Erie, were fined SIOO each today by Judge Frank P. Schoonmaker, in federal court here. The men were arrested in connection with a raid on the state convention of the Veterans of Foreign Wars in Erie last June. Chandler and Chadwell entered pleas of no defense. Daily and Strohm pleaded guilty to possessing liquor. Undressing Brings Fines Bu United Press MONTICELLO, Ind.. Sept. 6. Five youths, seniors in Monticello high school, were fined 1 cent each in a justice of the peace court here after being convicted of stripping clothes from Ralph Wallace and draping them across a traffic light. Several times he took off his shoe and shook it violently but with no success. Finally Chester sat down and began a careful hunt on the inside of his shoe. His hand at last encountered the “rock” and he was about to toss it away when it caught his eye. Examination disclosed a S4O diamond.
SETTLEMENT REACHED IN TROLLEY STRIKE w Orleans Street Car Workers Must Ratify Agreement. Bu United Press NEW YORK. Sept. 6.—An agreement for settlement of the New Orleans trolley strike has been reached here and must be ratified in New Orleans by the workers concerned. Old employes will be taken back on the basis of seniority and a compromise plan concerning union domination will be put into effect. The settlement was reached here between union and company officials, and much of the credit for their conference was given the Rev. John A. Ryan of the Catholic university of Washington, who, in an unofficial capacity, interested him--rif in the controversy sometime ago.
